Associate Vice Provost and Executive Director, University of California Education Abroad Program

The University of California seeks a strong and innovative leader for its systemwide University of California Education Abroad Program (UCEAP), located in Santa Barbara, CA. The next Associate Vice Provost and Executive Director (AVPED) will inherit a hallmark UC program that-over 60 years-has been a national leader in delivering high quality education abroad experiences for UC students and for reciprocity students coming to UC from around the world. The AVPED will lead a staff of experts in education abroad and will partner with ten UC campuses in enhancing UCEAP's global academic presence.

Since 1962, the UCEAP has served as the UC systemwide international exchange program. Serving all ten UC campuses, UCEAP supports UC's mission through academic instruction and exchange relationships around the world. Our elite partner universities in 36 countries offer immersive learning through classroom and laboratory experiences, cultural excursions, internships, and service learning. UCEAP currently enrolls nearly 6,000 students annually with 95 international partners and over 165 programs. In addition, over 1500 international students come to study on UC campuses as reciprocity students. There are 120 staff headquartered at UCEAP's Santa Barbara systemwide office; around the world, there are over 30 staff and affiliates working in our study centers or local facilities through partnership arrangements.

The AVPED provides leadership, oversight, strategic planning, and decision-making for all areas of UCEAP and maintains collaborative and productive relationships with campus Study Abroad offices and other partner offices on the UC campuses. The AVPED is responsible for ensuring that UCEAP programs meet the standards of academic quality set by the systemwide Academic Senate and is charged with continuing to build a curriculum that will meet the needs of current and future UC students. A major responsibility is oversight of a $68M budget that is supported by student tuition and fees as well as donor gifts; the next AVPED will continue to build the development efforts of UCEAP.

The AVPED also oversees management of staff located in UCEAP's Santa Barbara headquarters and around the world, and directly manages a team of eleven-unit directors at the headquarters, conveying a vision for this team and instilling values and expectations appropriate to the implementation of an academically sound, efficient, effective, and high-quality program that delivers academic content and student services in a safe and secure environment.

The AVPED is a full-time position reporting to both the Vice Provost for Faculty Affairs and Academic Programs at the Office of the President in Oakland, CA and to the Chancellor (or designee) at UC Santa Barbara. The AVPED partners with a strong UC systemwide network that includes Senior International Officers, the Directors of Study Abroad, the Council of Administrative Directors, the Council of Campus Faculty Directors, and International Education/Global Affairs administrators on the campuses. The UCEAP and the AVPED are guided by an Advisory Committee, chaired jointly by the UC Vice Provost for Faculty Affairs and Academic Programs and the Chancellor (or designee) of the UC Santa Barbara campus, on issues of strategic direction, planning, and budget. The AVPED works with the systemwide Academic Senate University Committee on International Education (UCIE) on development and approval of courses and curricula. Such collaborations and networks require flexibility, creativity, the ability to be transparent and open-minded, and an understanding of the UC culture of shared governance.

Duties and Responsibilities

25% Academic leadership

  • Ensures that UCEAP provides high quality programs that meet the approval of the UC Academic Senate, fulfill the interests and ambitions of current and future students, and respond to campus enrollment management and course impaction needs.
  • Provides UCEAP students with the skills necessary for success in the global environment and for becoming well-informed global citizens.
  • Ensures that student participation in UCEAP is an option for all interested UC students, and develops a diverse student enrollment through responsive programming, active recruitment, targeted marketing, and robust scholarships and financial aid.
  • Working with the UCEAP staff, campus offices, and Senate committees, develops and maintains an appropriate range of study abroad opportunities for UC students, focusing on programs with high quality partners that add significant value to campus.
  • Acts promptly to remedy problems that jeopardize UCEAP academic quality, including recommending suspension or closure of a program, in consultation with the appropriate UCOP and Academic Senate leaders.
  • Reports to the Vice Provost for Faculty Affairs and Academic Programs at UCOP and meets collaboratively with other directors of UC systemwide academic programs.
  • Promotes UC campuses and academic programs to our partner universities and supports the educational activities of reciprocity students at UC campuses.
  • Develops institutional policies that enhance student achievement.
  • Works with the Associate Dean(s) on academic integration. Manages student grades and petitions in the absence of the Associate Dean(s).

25% Administrative leadership and resource management

  • Promotes a high standard of ethics in organizational practices.
  • Has general oversight for UCEAP personnel and operations, managing the work through unit heads who comprise the Directors Council.
  • Uses the systemwide UCEAP Advisory Committee as a resource for administrative and budgetary planning and review.
  • Is responsible for an annual budget of $68 million, for investing resources wisely and strategically, and for maintaining sufficient reserves for emergencies.
  • Working with UCEAP finance and budget staff, oversees the UCEAP budget planning, projections, accounting, and reporting.
  • Works closely with UC Santa Barbara offices and administrators responsible for support services, Human Resources, and related operational functions.
  • Ensures that systemwide operations and study centers abroad operate in an efficient and cost-effective manner.
  • Provides professional development opportunities for staff.
  • Oversees study center staff and others who work abroad.
  • Maintains the program as financially self-sustaining through enrollment management and a tuition and fee structure that provides the highest quality programs at the most efficient prices.
  • Has final oversight for negotiations of contracts, memoranda of understanding, partnership agreements with universities abroad, and collaborations with other study abroad providers.
  • Oversees marketing of UCEAP programs and, with staff, develops UC-based market research to ensure offerings are responsive to student preferences and campus enrollment management and course impaction needs.
  • Oversees student support services, including those ensuring the safety and well-being of UC students abroad.
  • In case of emergency, works with UCOP and UCEAP staff to assess, respond to, and communicate the situation appropriately to all stakeholders.
  • Oversees information technology that enables a global organization to function effectively and protect critical data; has oversight of facilities management and HR operations.
  • Promotes practices that protect employee health and safety and encourages staff support of energy conservation efforts.
  • Promotes understanding of people as individuals and understands the diverse academic, socioeconomic, cultural, ethnic, and disability/special needs backgrounds of all students and staff.

20% Strategic planning and leadership on international issues

  • Collaborates with the UC Provost and Executive Vice President and Vice Provost for Faculty Affairs and Academic Programs as well as Chancellors, Executive Vice Chancellors, and Senate leaders to promote an international perspective for the University. Advises the President as requested.
  • Advises UCOP and campus leadership on key policy issues, and participates, as requested, on selected UC initiatives and programs with international dimensions.
  • Advises UCOP leaders on issues related to education abroad and more broadly, international education, and assists with taskforces and communications as needed.
  • Ensures that UCEAP partnerships leverage the University's strength in international settings.
  • Works with UCOP, campuses, and professional organizations as appropriate to communicate with state, local, and federal governmental agencies; with leaders from international universities, academic agencies, and consulates; with partners from foundations, business, and industry.

25% Systemwide partnerships, international collaborations, and communications

  • Collaborates with the campuses to ensure students have options to study through campus-based programs or UCEAP programs; develops greater diversity among student participants, working alongside campus partners.
  • With UCEAP staff, maintains strong connections to campus partners, including regular communications on several levels.
  • Stays abreast of industry trends and issues.
  • Together with senior staff, maintains a national and international presence at national and international conferences, workshops, and forums focused on international education; represents UCEAP as a leading study abroad program.
  • Maintains awareness within UCEAP and the broader UC community of the climate-change effects of long-distance travel and suggests mitigation strategies; applies sustainability practices within the systemwide office and at UCEAP Study Centers and offers information and guidance to student participants.

5% Alumni engagement and development

  • Plays a major role in events around the world to develop alumni networks and donor relations.
  • Has oversight for scholarship development to support diverse UC students with a desire to study abroad.
  • Participates in receptions and events promoting UCEAP with alumni, campuses, partner institutions, foundations, and donors.

Other

  • Undertakes other duties as needed or requested.

Qualifications for Position

Required
  • PhD, EdD, or comparable terminal degree
  • At least five to seven years of experience leading an academic, non-profit, or for-profit organization or program focused on university- level teaching and/or curriculum development; high-level understanding of trends in higher education
  • Experience in international education, either as a faculty member or program administrator; knowledge of the role of education abroad in advancing student learning, development, and engagement; knowledge of best practices and current research related to education abroad
  • Experience in building partnerships across disciplines; in understanding a range of disciplinary curricula; and/or in serving students in all undergraduate majors
  • Demonstrated skill in strategic planning and program management
  • Demonstrated experience in analysis of complex budgets and financial management in an educational environment
  • Demonstrated skill in leading partnerships, collaborations, and professional networks
  • Strong inter-cultural competency
  • Experience with working in a shared-governance environment and evidence of successful partnerships in a university setting
  • Demonstrated experience in leadership and management of staff, including those in charge of marketing, IT, student services, health and safety, budget and finance, and facilities
  • Superior interpersonal, oral, written, and electronic communication skills
  • Demonstrated commitment to principles of diversity and inclusiveness
Preferred
  • Current or prior UC faculty member, with tenure
  • Respected scholar in his/her discipline
  • Experience at UC or comparable AAU or Research-Extensive University
  • Knowledge of the UC system, including familiarity and experience with UC campuses, UCOP, and the UC Academic Senate
  • Fluency in at least one second language

SALARY AND BENEFITS

Salary: The anticipated annual salary range for this position is $290,000 - $340,000, depending on qualifications and experience.
