Job Description

Jefferson Consulting Group is seeking a Contract Specialist to support The Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA).

This role will be fully remote.

The annual salary range for this position is $85,000.00-$95,000.00. The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

Responsibilities:

  • Review procurement requests to ensure all required documents have been included and fully understanding all documents submitted as part of the requests

    • Work with FMCSA Contracting Officer, Contract Specialist and Program Office personnel in developing sound acquisition plans

    • Draft pre-solicitation documentation (e.g., synopsis, letter of invitation to submit contract proposal or assistance agreement application)

    • Assist OAM Contracting Officer, Contract Specialist and Program Office Personnel in developing sound technical and cost evaluation plans

    • In collaboration with OAM Contracting Officer, Contact Specialist and Program Office Personnel, developing and drafting Request for Proposals, Request for Applications, Request for Quotes, and other solicitation documents. Contract solicitation documents shall be in "FINAL FORM" (e.g., free of typographical and grammatical errors, properly formatted, compliant with the Uniform Contract Format (UCF) addressed in FAR 15.204-1 (as applicable), inclusive of all current and applicable clauses and provisions, etc.)

    • Assist in conducting and documenting reviews of cost proposals

    • Provide advice to program office personnel on how to conduct and document technical and cost evaluation of proposals

    • Review technical evaluation reports. Based upon results of cost and technical proposal reviews, recommend to the FMCSA Contracting Officer and/or Contract Specialist how to proceed with the contract action

    • Prepare award documents in "FINAL FORM;"

    • Perform all post-award duties;

    • Help ensure all applicable reporting requirements are fulfilled in a timely manner. These include:

      • Ensure FMCSA OAM's Procurement Request Tracker (a SharePoint-Based database) has current and accurate information at all times

      • Process actions in PRISM in a timely manner;

      • Enter accurate and current information in FPDS-NG and USASPENDING

    • Completing all ad hoc reporting requirements correctly and within established timeframes

  • Help ensure compliance with all administrative, safety, and security requirements established by FMCSA (e.g., FMCSA OAM Policy Memos, FMCSA Orders, etc.), the U.S. Department of Transportation (e.g., the Transportation Acquisition Regulation, Transportation Acquisition Manual, other DOT orders, regulations and procedures) and the federal government (e.g., FAR, various OMB and CFR Circulars and regulations applying to assistance agreements).

Required Qualifications:

  • Bachelor's degree and 5 years' contract specialist experience

  • Knowledge of and experience with most procurement types which include FFP, Cost-Reimbursement, T&M, LH.

  • Experience with ordering supplies and services from GSA Schedules and other IDIQ type contracts.

  • Experience using PRISM ,DOT's automated procurement system, preferred.

  • Experience using Microsoft Word, Excel, Outlook, and SharePoint.
