Job Description

The Utilities Manager is responsible for the safety, quality, and cost effectiveness of the activities within the utilities area. These responsibilities include the career development of salary and hourly employees, the establishment of departmental objectives, key process parameters, and the management of the budget. This individual should be a problem solver experienced in project, process and maintenance engineering. He/she should possess the ability to develop communication plans, lead work groups, and remove potential barriers in order to achieve goals and improve performance.

ESSENTIAL FUNCTIONS:

  • Lead and direct Utilities staff with 24/7 responsibilities for plant utilities, air emissions and waste streams
  • Monitor daily operations of the Utilities department, direct activities to ensure reliable utilities are provided to the site that meet quality and regulatory requirements, as well as achieve on-stream targets.
  • Responsible for plant utilities, including natural gas, steam, city water, waste water, DI water, cooling tower water, chilled water, nitrogen, compressed air, breathing air, fire/sprinkler systems, and other miscellaneous utilities.
  • Responsible for management of Pharmaceutical Effluent Guidelines (PEG) organic solvent stripper facilities as well as the Natural Emission Standards for Hazardous Air Pollutants (NESHAP) thermal oxidizer system, and its facilities.
  • Maintain monthly utility costs and provide forecast data to plant leadership.
  • Provide oversight and direction for capital projects within the utilities area of responsibility
  • Gather and analyze data to support problem solving activities such as root cause analysis.
  • Foster a safety culture, and establish benchmarks to support superior safety performance.
  • Direct, coach, and mentor staff. Provide performance feedback to direct reports to ensure future growth.
  • Recommend and implement improvements and cost reduction ideas.
  • Assist in the development and evaluation of Key Process Indicators.
  • Establish and maintain area budget for Utilities.
  • Guarantee the adherence to plant and governmental agency quality and environmental standards.
  • Utilize Lean Manufacturing concepts for continuous improvements.
  • Aid corporate on development of our natural gas strategy, forecasting, and hedging.
  • Order monthly natural gas, and track natural gas usage and imbalances on a weekly basis.
  • Work with Corporate ESG Council on utility consumptions and emissions reporting.

MINIMUM REQUIREMENTS:

Education:

Bachelor's degree in Chemical Engineering, Mechanical Engineering, Electrical Engineering, preferred.

Experience:

A minimum of five years' experience in a project, process or maintenance engineering role (preferably in an FDA regulated environment)

Preferred Skills/Qualifications:

  • Utilities and boiler experience preferred
  • Experience in Six Sigma and Lean Manufacturing
  • Previous experience managing in a union environment
  • Previous supervisory experience
  • Previous experience managing projects a plus

Skills/Competencies:

  • Understanding of regulatory requirements
  • Working knowledge of mechanical equipment (air compressors, pumps, fans, steam turbines, chillers)
  • Knowledge of Microsoft Office systems such as Word and Excel
  • Excellent communication skills, both oral and written
  • Good planning and organizing skills
  • Awareness of fiscal responsibility
  • Ability to drive continuous improvement

ORGANIZATIONAL RELATIONSHIPS/SCOPE:

This position reports to the Manager, Plant Engineering. This position typically has several direct reports such as Stationary Engineers and Process Engineer. This position typically has several indirect reports such as Maintenance Mechanics and Utility Operators.

WORKING CONDITIONS:

Some time will be spent in an office environment with substantial time spent in the plant. Manufacturing areas are not climate controlled. During summer months, building exhaust fans provide ventilation but remain warm. Chemicals handled include acids and bases, organic solvents, and inorganic compounds. Chemicals may have characteristic odors or hazardous properties that require special handling and PPE.
