Department Overview
The Office of Risk Services is responsible for developing and implementing Enterprise Risk Management systemwide, identifying and developing strategies to minimize the impact of risk, developing a center of excellence for managing risk, reducing costs and improving safety by executing new ideas and strategic plans in a rapid manner. By strategically managing risk we can reduce the chances of loss, create greater financial stability and protect our resources in support of UC's mission.

Position Summary
This position provides leadership, policy direction, and oversight over the teams that administer the University's self-insurance programs for Workers' Compensation, and the University's Employment Practices Liability program. Reporting to the Deputy Chief Risk Officer, this position oversees and manages the Program Managers (2) for Workers' Compensation and Employment Practices Liability. In addition to the day-to-day management of the above programs, the focus of this position is to create and support a risk-aware culture, formally bringing risk consideration into strategic decision-making for all programs. These efforts involve but are not limited to, selection and oversight of the University's Third-Party Claims Administrator and University's Insurance brokers, management of the claims handling process, review of risk financing techniques, coverage analysis, loss prevention programs, and legal and compliance issues as they relate to the above programs. The scope of the Workers' Compensation program includes annual funding of more than $250 million and an open inventory of 4,000+ claims arising from the operations of the University's ten campuses, five medical centers, and affiliated locations. The Employment Practices Liability Insurance Program includes annual funding of more than $100 million and an open inventory of 275+ claims.

Key Responsibilities

  • 40% Self-Insurance Program Management * Strategically leads and oversees the comprehensive management of the University's Workers' Compensation and Employment Practices Liability programs. Supports the Chief Risk Officer and Deputy Chief Risk Officer in evaluating risk financing strategies and appropriate insurance products for the University, ensuring alignment with organizational objectives. * Develop policy and procedures and implement program guidelines for the claims administration and defense of Workers' Compensation and Employment Practices Liability claims programs. * Educate risk management and human resource teams at the University campuses and medical centers regarding the program and its focuses on claims management. * Advises senior management on short- and long-term strategies regarding Enterprise Risk Management across multiple organizations or campuses / medical centers / Office of the President. * Responsible for comprehensive personnel administration including selection, performance management, corrective action as required, and providing leadership and direction to subordinate managers and staff members. * Develops and implements policy and training programs for multiple organizations or campuses / medical centers / Office of the President. * Administers the University's self-insured programs and operations for insurance claims administration, contracts, and loss prevention. * The Program Manager of Workers' Compensation and the Program Manager for the Employment Practices Liability program report to this position. * Maintains underwriting data, prepares specifications for broker or underwriter proposals, evaluates proposals and recommends or concludes insurance contracts. * Evaluates and selects strategic partners, including insurance carriers, brokers, and third-party service providers, to optimize resources and enhance the effectiveness of insurance programs and risk mitigation efforts. * Serves as the primary point of contact for insurance carriers, brokers, and external partners on workers' compensation and employment practices liability insurance coverage and claims management matters. * Collaborate with other stakeholders to develop policies, procedures, and guidelines to ensure compliance with regulatory requirements and industry best practices.
  • 30% Workers' Compensation and Employment Practices Liability Claims Administration * Implements and monitors control strategies and programs involving claim payments. * Oversees the third-party vendor responsible for claims management for workers' compensation and employment practices liability. * Liaises with both internal and external stakeholders to resolve claims. * Administers highly complex claims/lawsuits and monitors payments in workers' compensation and employment practices liability insurance programs. * Coordinates with attorneys, third-party administrators, and departments to resolve assigned claims. * In collaboration with UC Legal, select and manage outside defense legal firms. Monitor their compliance with University Defense Counsel Guidelines for the defense of Program cases. This indirect supervision involves more than 50 law firms.
  • 15% Risk Assessment, Loss Prevention and Mitigation * Analyzes complex losses for areas or responsibility. * Gathers, analyzes, prepares, and summarizes areas of potential loss and recommends the appropriate type and level of loss protection. * Continuously evaluate and improve processes, systems, and practices related to insurance programs and risk management initiatives. Implement innovative solutions to enhance efficiency, effectiveness, and service delivery. * Implements risk control programs and strategies to prevent losses and minimize potential exposure. * Evaluates and improves the University's workers' compensation and employment practices liability exposure in collaboration with relevant departments.
  • 15% General Program and Enterprise Risk Management * Oversee periodic systemwide meetings with risk managers to share lessons learned, risk reduction efforts. * Collect and analyze information and data required for the insurance underwriting process. * Participate in negotiations with insurers and develop and present information to insurers on University claims and exposures. * Communicate with and advise underwriters' representatives on high exposure cases. * Collaborate with and provide information to brokers as needed. * Provide information and consultation to campuses on insurance and coverage questions. * Collaborate with Office of the President financial personnel to develop budget for program. * Participate in requests for proposal and contract negotiations for various service providers related to the Workers' Compensation and Employment Practices Liability programs. * Interface with third party claims administrator to identify, develop and implement improvements to the program. * Maintain awareness of current, relevant California law applicable to program needs and serve as the subject matter expert for the Risk Services team. * Coordination of data management with Risk Services and third-party claims administrator. * Develop and implement enterprise risk standards, guidelines, and processes to provide a common understanding and vocabulary for enterprise risk management as it relates to the Workers' Compensation and Employment Practices Liability programs.

Experience
Required Qualifications

  • Over 10 years of experience with a broad and current knowledge in tort law, insurance coverage, claims administration and claims adjusting practices.

  • Ability to communicate and maintain effective working relationships with campus/hospital personnel, a wide variety of individuals at all levels of University administration, claims administrators, and internal and external defense counsel.
  • Ability to evaluate and analyze data, determine effectiveness of program policies and implement and manage programs.
  • Knowledge and ability to apply current and up-to-date knowledge of statutory, regulatory, court decision and other external or internal factors which will affect the program.
  • Knowledge of applicable Office of the President and campus/hospital/laboratory programs and policies.
  • Knowledge and ability to work with the claims database administrator to maintain and develop enhancements to the systems which help track loss information used to identify trends and developments in exposures which could result in increased claim costs for the University. Ability to communicate this information to appropriate personnel.

Travel Requirements
15% Travel may include to the 10 campuses and five medical centers as needed, workgroup meetings and conferences.

SPECIAL CONDITIONS

This position has been approved for a hybrid work arrangement within the state of California. The person hired is required to reside within California and is required to report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA on Tuesdays and Wednesdays, subject to change.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
