Staff Specialist - Administrative Services

The Staff Specialist monitors and tracks special education procurement processes, especially as they relate to students in non-public school settings. Assists the Coordinator with monitoring and evaluating the use of special education resources and program supports, including grants, and makes recommendations for cost effectiveness and resource accountability measures. Supports delivery of IEP-mandated special education services by ensuring effective utilization of special education funds.


Essential Functions



  • Directs oversight of the billing process within the Office of Administrative Services, especially with regards to non-public tuition and associated charges.
  • Works closely with the Finance Office to manage, track, and report expenditures for special education purchase orders including contracts and grants.
  • Prepares monthly reports to keep the Coordinator apprised of the Office's current and projected needs based on trend data and billing to date.
  • Cooperates with team members to make recommendations and offer strategies for efficient use of district funds through regular review of central office and school historical data.
  • Monitors and processes all expenses related to non-public schools and conduct related projections and analysis.
  • Collaborates with the Non-Public Office staff to corroborate invoice accuracy and ensure delivery of services.
  • Visits schools as needed to verify service delivery and student placement.
  • Develops and maintain an effective rapport with special education services vendors, meeting with them as necessary.
  • Works with MSDE to complete all necessary reporting and audits.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school boards policies and the professional standards.

Desired Qualifications



  • Bachelor's degree required from an accredited college or institution.
  • Two years of experience related to program or financial management.
  • Additional education may be substituted on a year for year basis for the experience requirement.
  • Excellent oral and written communication skills.
  • Ability to analyze, interpret, and report on complex topics.
  • Ability to prioritize and manage multiple projects simultaneously.
  • Ability to establish and maintain effective working relationships with school staff, faculty, and students.
