Position Summary |
The Associate Director for Finance and Administration is responsible for the leadership and management of the Institute of Government's financial and administrative operations, across multiple locations, including financial planning and oversight, strategic business planning, resource allocation, internal controls, quality improvement, facilities, and human resources related matters. This position leads the Administration Division which consists of 16 employees who provide financial, human resources, information technology, and facilities management services to over 250 faculty, staff, and student employees. This position also serves as a member of Executive Committee providing guidance and support to the senior leadership team on strategic and operational matters. |
Knowledge, Skills, Abilities and/or Competencies |
* Well-versed in
UGA and
USG financial, administrative, and human resources policies and procedures.
* Working knowledge of PeopleSoft or equivalent
ERP system(s), and experience utilizing data available in these financial software systems to generate accurate reporting and make informed decisions. Ability to easily train on new programs or systems.
* High level financial skills in accounting and budgeting.
* Advanced spreadsheet skills, including manipulation of large data sets, with ability to analyze, summarize, and present financial and narrative information clearly.
* High degree of personal integrity and ability to work with confidential and sensitive information.
* Ability to think and plan strategically and possess a style that works collaboratively within the unit and with a wide variety of constituents across campus with strong oral, written, and interpersonal communication skills.
* Demonstrated management ability and leadership skills with ability to engage and motivate team members.

Provides fiscal oversight of the Institute of Government's annual budget composed of diverse funding streams, including revenue from sponsored projects, departmental sales and services, auxiliary services, and private giving.
* Manages the annual budget planning and salary setting process and the
MRR Request process.
* Ensures the effective and efficient use of resources to achieve the Institute's mission.
* Assures compliance with all applicable federal, state, and University rules and regulations associated with resource use and acquisition.
* Develops and implements strategies for strengthening and enhancing internal financial controls to safeguard the Institute's assets and resources.
* Collaborates with and serves as the Institute of Government liaison to central university units such as the Office of Legal Affairs, Sponsored Projects Administration, Human Resources, Open Records, and Finance Division.
* Serves as the unit level reviewer and approver for all sponsored projects that are uploaded to the Grants Portal, as well as all
UGA Financials, UGAmart, and OneUSG Connect transactions.
* Provides oversight of all State and Foundation funds.
* Establishes monitoring processes over all financial transactions.
* Provides guidance to Institute of Government employees and problem-solves issues related to all financial and administrative matters as they arise.
* Monitors, evaluates, and provides internal guidance for the implementation of new University/
PSO policies and procedures. |

* Serves as Institute-wide principal advisor regarding financial, budgetary, human resource, and administrative issues.
* Ensures cross-training of all functions.
* Instills a culture of continuous improvement to identify opportunities for improvement and alignment of processes to reflect strategic priorities.
* Creates and implements the use of employee resources guides, templates, internal policies and procedures, trainings, and adjusted workflow processes to improve the accuracy, efficiency, and completeness of financial transactions, reduce administrative burdens, and ensure compliance with university policies and procedures. |
