The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. We have a near-term need for a Digital Transformation Specialist to provide onsite support out of NATO Allied Command Transformation (ACT) HQ in Norfolk, VA. Responsibilities The candidate will support NATO ACT in advancing its enterprise-wide Digital Transformation (DT) initiatives, enabling the transition to a data-driven, cloud-enabled organization. Provide integrated program and portfolio management support across ACT's digital transformation efforts, including ADSE Program Management, DTIS Portfolio Management, Information and Knowledge Management (IKM), strategic communications, and digital literacy initiatives. Responsibilities include coordinating transformation activities, supporting governance and prioritization, managing program dependencies and risks, and facilitating the migration of critical workloads to cloud-based environments, modernization of enterprise data platforms, and adoption of cloud-native architectures. Conduct quantitative, qualitative, and business analyses to inform NATO's strategic planning, capability development, and decision-making processes. This includes assessing existing business processes, developing improved operating models, preparing analytical products and decision-support tools, and evaluating emerging and disruptive technologies (EDTs), including artificial intelligence, autonomous systems, quantum technologies, and next-generation networks. Support the development of actionable insights through data visualization, information fusion, cost and schedule estimation, benefits analysis, and performance assessments while promoting collaboration and information sharing among NATO stakeholders, Allied nations, and partner organizations. Support the development and execution of digital transformation communication strategies, stakeholder engagement activities, and workforce education initiatives to facilitate organizational change and technology adoption. Responsibilities include developing and maintaining strategic communication plans, risk management plans, dependency management frameworks, program documentation, and administrative products. Coordinate and facilitate workshops, conferences, and stakeholder engagements while supporting NATO's broader Strategic Communications (STRATCOM) objectives. Through these activities, the candidate will help ensure ACT's digital transformation initiatives remain aligned with NATO strategic objectives, deliver measurable operational benefits, and support the Alliance's long-term modernization priorities.
