Posting Summary
Rutgers, The State University of New Jersey is seeking a Chief Business Officer within the Rutgers School of Graduate Studies-Biomedical Health Sciences ( SGS- BHS), Dean's Office at Rutgers Health.
The Chief Business Officer is directly responsible for all budgetary, financial, and administrative aspects of the School of Graduate Studies-Biomedical Health Sciences ( SGS- BHS) relevant to financial reporting, budgeting, auditing, compliance and daily operations of SGS- BHS and the Office of the Unit Dean. The Chief Business Officer acts as the liaison between SGS- BHS, senior leadership, and the RBHS Vice Chancellor for Finance and Administration's Office. Additionally, this role is responsible for ensuring the accurate billing of all revenue, including tuition and contracts, and properly overseeing and managing all operating expenditures within the constraints of the University budget.
Essential duties and responsibilities include the following:

  • Ensures a timely and responsible financial management cycle, including planning, development, forecasting, consolidation, presentation, review, monitoring, reconciliation, and reporting to relevant stakeholders.
  • Provides oversight of the SGS-BHS financial activities for unrestricted and restricted funds, including the operating budget. Works with SGS-BHS leadership team to assure that budget submissions reflect revenues and expenses accurately. Works with SGS-BHS senior leadership to prioritize competing budget requests to optimize available resources, while aligning with the requirements of RBHS and central University business functions.
  • Responsible for the development and completion of monthly and year-end financial statements, as well as any other necessary reports/requests, as directed by senior leadership.
  • Develops internal financial reviews and performs departmental/program reviews and/or audits as necessary. Based on reviews and assessments, makes recommendations to facilitate in the fiscal operations of the SGS-BHS.
  • The Chief Business Officer is responsible for the SGS-BHS budget submission to the RBHS Chancellor's Office, including entries into the Oracle Hyperion system.
  • The Chief Business Officer assures that funds are used in accordance with the University, RBHS and SGS-BHS policies and procedures by maintaining a stringent and reliable system for financial reporting and management information systems for SGSBHS. Establishes and maintains a sound internal controls and assurances for SGS-BHS that ensures compliance with RBHS and University fiscal management policies and practices.
  • Develops, communicates, and implements policies and procedures to complete required financial processes.
  • Advises and makes recommendations to the Unit Dean pertaining to the SGS-BHS's short- and long-term financial planning. Strategizes and proposes ways to optimize its revenue stream with expenditures.
  • Contributes substantive recommendations for strategies that ensure fiscal solvency as well as administrative and operational efficiencies. Regularly and actively engages with senior leadership (Unit Dean, Senior Associate Deans), SGS, RBHS, and University stakeholders as needed to ensure informed decision-making - including financial as well as broader initiatives.
  • Represents SGS-BHS within the University across multiple venues, including with senior campus and university finance leadership, peer units, central business functions, and serves as a liaison between the RBHS Vice Chancellor for Finance and Administration's office. Represents SGS-BHS as needed with external organizations and represents SGS-BHS in appropriate campus and enterprise forums (regular meetings, committees, workgroups) to articulate and advance SGS-BHS interests and operationalize mandated initiatives and projects.
  • Directs the administrative staff in the Unit Dean's Office in the development, review and execution of the annual budget process.
  • Responsible for the planning and scheduling the work of administrative staff to ensure maximum effective utilization of staff, equipment and material within budgetary constraints.
  • Supervises and recommends the hiring, firing, promoting, demoting, transfers, and disciplinary action of staff. Evaluates and performs appraisals for the Unit Dean staff.

Minimum Education and Experience
  • Master's Degree in Business Administration, Finance or a related field with a minimum of seven (7) years of experience in financial and budget activities, including three (3) years in a supervisory or managerial role that includes experience with university finance, budgeting, and financial forecasting/management, and direct personnel management.
