DESCRIPTION

DEPARTMENT OVERVIEW: The Vice Chancellor Finance and Administration (VCFA) office oversees all UC San Diego financial resources and provides strategic and tactical leadership for the institution. The VCFA office is responsible for the following units: Budget & Financial Analysis (BFA), Business & Financial Services (BFS), Human Resources (HR), Information Technology Services (ITS), Residential, Retail, and Supply Chain Services (RRSS), Real Estate, Operational Strategic Initiatives (OSI) and VCFA Data Insights & Analytics (DIA). The VCFA serves as a member of the Chancellor's executive cabinet of advisors. In partnership with the Executive Vice Chancellor and the Vice Chancellors, the VCFA ensures that the university's financial and administrative units support UC San Diego priorities as identified by leadership and the strategic plan. The Vice Chancellor Finance and Administration office works in close collaboration with all units of the General Campus, the Scripps Institution of Oceanography, UC San Diego Health Sciences and Health System. The Vice Chancellor Finance and Administration is the senior executive and chief financial officer for UC San Diego with responsibility for policy development, general programmatic direction, and ongoing management of a diverse set of campus-wide administrative responsibilities. In addition, the Vice Chancellor Finance and Administration is the Chief Financial Officer for Health Sciences, in charge of the financial sustainability of its professional schools, institutes and centers.

POSITION OVERVIEW: Reporting to the Director of Business & Fiscal Operations, the Business & Fiscal Officer serves as a member of the central VCFA Financial Support Team, providing financial planning, budget development, financial management, forecasting, and resource analysis for multiple VCFA units. The incumbent performs complex financial and resource analyses, develops financial models and projections, and provides recommendations to support fiscal stewardship, strategic planning, resource allocation, and operational decisionmaking. The position oversees budget administration and financial management activities, ensures compliance with university policies and internal controls, and serves as a resource on budgeting, forecasting, financial reporting, and fund management. The Business & Fiscal Officer also provides direct support to the Director of Business & Fiscal Operations and the Finance & Budget Manager through financial reporting, special projects, process improvements, and the resolution of complex fiscal and operational issues. Uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Contacts are both internal and external to the department.

QUALIFICATIONS
  • Thorough knowledge of finance policies, practices, and systems.

  • Ability to independently gather required information to organize, and perform financial analysis assignments.

  • Proven ability to effectively present information verbally and in writing in a clear and concise manner.

  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.

  • Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high volume environment.

  • Ability to adapt to changing priorities.

  • Ability to function as a member of a team.

  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

SPECIAL CONDITIONS
