DEPCOM Power has an immediate need for a Civil Scope Engineer. This role sits within DEPCOM's Civil & Structural Engineering capability and supports utility-scale solar and energy storage projects from target development through construction. The primary function of this role is to provide civil scope certainty by translating engineering requirements, site constraints, estimates, design assumptions, owner commitments, obtained permit requirements, and field needs into clear, executable scope.

The role is field-first, safety- and environmentally-compliance focused, commitment-driven, cost-conscious, and customer-aware. The selected individual will create value by contributing to the clarity, completeness, traceability, and field readiness of civil scope across estimating, engineering, project engineering, construction, environmental, and commercial interfaces.

What You Will Do

  • Own clear, complete, traceable, and field-ready civil scope across estimating, engineering, construction, environmental, safety, quality, and commercial functions.
  • Translate site data, customer and contract requirements, design assumptions, estimates, and permit requirements into executable scope for pricing, subcontracting, design release, handoff, and field execution.
  • Identify, assign, communicate, and escalate material civil risks, missing inputs, assumptions, scope gaps, dependencies, exclusions, quantity variances, and unresolved decisions before they affect safety, compliance, procurement, cost, schedule, quality, or field productivity.
  • Support high-priority targets by reviewing site and design information and developing civil bid forms, estimate assumptions, customer clarifications, subcontract exhibits, and scope splits.
  • Coordinate with engineers of record to review design inputs and deliverables for scope alignment, owner and permit requirements, quantity impacts, constructability, field readiness, and commercial expectations.
  • Track civil quantities and cost drivers, and support timely resolution of RFIs, field questions, submittals, design clarifications, test results, nonconformances, as-built reviews, and sequencing concerns.
  • Lead civil handoffs by communicating scope, assumptions, exclusions, quantities, risks, permit requirements, subcontractor boundaries, customer commitments, and open items; capture lessons learned to improve future scope definition and execution.

Who You Are (Basic Qualifications)

  • Experience supporting civil engineering, civil construction, project engineering, estimating, pre-construction, or field execution.
  • Experience interpreting civil drawings, specifications, scope documents, design assumptions, quantity information, and technical requirements.
  • Experience coordinating work across engineering, estimating, construction, subcontractors, vendors, or other project stakeholders.
  • Experience identifying, documenting, communicating, and escalating project risks, open items, scope gaps, or changes.
  • Experience using project data and technical information to support decisions affecting cost, schedule, constructability, quality, safety, environmental compliance, or field execution.
  • Ability to travel (25%) to project sites as business needs require.

What Will Put You Ahead

  • Bachelor's degree or higher in an Engineering discpline - Civil engineering degree preferred
  • Professional Engineer licensure or Engineer-in-Training certification
  • Experience with utility-scale solar, battery energy storage, power generation, heavy civil, or EPC projects
  • Experience coordinating with an engineer of record and reviewing civil design deliverables for scope alignment and constructability
  • Experience with civil estimating, quantity tracking, subcontract scope development, contract exhibits, or change management
  • Knowledge of earthwork, grading, roads, drainage, stormwater, erosion control, underground utilities, survey, testing, and site restoration.
  • Experience supporting projects from pre-construction through design, construction, and closeout.
