Primary Function of Organizational Unit
The North Carolina Central University Police Department is open 24 hours a day and the campus is patrolled, 365 days a year by sworn police officers and security officers. The primary objective of the University Police Department is to provide a safe and secure environment within which students, faculty, and staff can live, learn, and work. The University Police Department enforces all applicable federal, state, and local laws. The department is organized with up to 35 sworn law enforcement officers, 16 security officers, and 9 administrative staff (e.g., telecommunicators, civilian administrative support, etc.). All sworn officers are professionally trained and must be certified by the state of North Carolina to have the same authority and right to bear arms and arrest as any law enforcement officer in the State of North Carolina. The department provides a full range of police services, including, but not limited to, investigating all crimes committed in and around its jurisdiction, making arrests, providing crime prevention/community services programs, enforcing traffic laws, and maintaining crowd control and safety for campus special events. Campus security and safety is realized through an active partnership involving officers, students, faculty, staff and the community. The department also maintains a close partnership with local, state, and federal law enforcement agencies in implementing and coordinating campus law enforcement operations. The University Police Department continues to review and upgrade, as needed, its standards, equipment and training of personnel that includes incorporating knowledge of the University's overarching mission, as a historically black university, and the role of diverse cultural sensitivity towards its students, constituents, and surrounding community.
Primary Purpose of Position
The primary purpose of this position is to provide supervisory law enforcement work. This position has the full power of arrest; the position has law enforcement authority ranging from traffic control to criminal investigations within a limited geographic jurisdiction. Work involves supervising a unit of officers; evaluating the positions evaluate appropriateness of officer responses; designating assignments; directing needed resources; and interpreting laws, ordinances, and department policies and procedures. Other duties, but not limited to, orientation and training of officers, inspections of officers and/or other departmental personnel on a shift, conducting pre-shift briefings, review of all reports and investigations accomplished during a shift, activity coordination, discipline, conducting performance reviews, and providing input concerning operational planning.
Required Knowledge, Skills, and Abilities

  • Working knowledge of emergency communications center operations and the coordination of law enforcement communications and emergency response activities.
  • Proficiency in Microsoft Office Suite, including Microsoft Word, Excel, and PowerPoint.
  • Knowledge of leadership and management principles, with the ability to effectively supervise, guide, and support departmental personnel.
  • Ability to conduct criminal and civil investigations and appropriately document investigative findings.
  • Ability to conduct roll-call inspections and briefings to communicate assignments, operational priorities, safety information, and departmental updates to personnel.
  • Ability to enforce applicable traffic and parking regulations within the assigned jurisdiction.
  • Ability to assign and coordinate overtime details to ensure adequate staffing levels and appropriate coverage for departmental operations and special events.
  • Ability to prepare duty schedules and post assignments based on operational needs, staffing requirements, and departmental priorities.
  • Ability to identify, investigate, and recommend appropriate corrective action related to internal affairs investigations and employee conduct concerns.
  • Ability to plan, coordinate, and manage large campus events, including assessing public safety needs, coordinating personnel, and ensuring appropriate law enforcement coverage.
  • Ability to work independently with minimal supervision while exercising sound judgment and taking initiative to complete projects and assignments.
  • Ability to learn, interpret, and analyze complex information and use critical thinking skills to make informed and timely decisions.
  • Ability to exercise sound judgment and discretion in problem-solving, particularly in high-pressure or sensitive situations.
  • Ability to plan, prioritize, organize, and manage workflow while effectively balancing multiple assignments and competing priorities.
  • Ability to work flexible schedules, including evenings, weekends, holidays, and other nontraditional hours, as required to support law enforcement operations.
  • Strong analytical and organizational skills, with the ability to assess information, identify trends, and support effective operational decision-making.
  • Excellent written and oral communication skills, including strong editing and documentation abilities.
  • Exceptional interpersonal skills and the ability to interact effectively, professionally, and diplomatically with a diverse range of individuals in a fast-paced and high-pressure environment.

Minimum Education/Experience
A minimum of a bachelor's degree or greater and 6 years of sworn law enforcement officer experience or an associate degree and 8 years of sworn law enforcement officer experience. At least 3 years of the experience requirement must have been in a supervisory role equivalent to a Police Sergeant or greater. Current certification from NC CJETSC as a commissioned police officer or certification eligible within an agency specified timeframe.

  • Maintain a designated level of technical skill and professional knowledge in law enforcement and remain current on developments, trends, and best practices within assigned areas of expertise.
  • Apply in-depth knowledge of applicable federal, state, and local laws, codes, regulations, and NCCU institutional policies and procedures in the performance of law enforcement duties.
  • Enforce laws governing the apprehension, arrest, and custody of individuals believed to have committed violations of the law.
  • Apply appropriate rules of evidence related to search and seizure and ensure the proper collection, handling, and preservation of evidence in traffic and criminal cases.
  • Utilize and apply appropriate use-of-force principles, self-defense techniques, and law enforcement procedures in accordance with applicable laws, regulations, and departmental policies.
  • Safely operate and maintain proficiency in the use of law enforcement equipment, including firearms, patrol vehicles, police radio systems, handcuffs, batons, and other required equipment.
  • Maintain current knowledge and proficiency in CPR, first aid, and emergency response procedures.
  • Support and implement community policing strategies that promote positive relationships and collaboration between the University Police Department, students, employees, surrounding neighborhoods, and the broader community.
  • Coordinate and provide a broad range of comprehensive law enforcement services, including patrol, investigations, identification, traffic control, event coordination and control, records management, crime prevention, and the care and custody of persons and property.
