Tank Integrity Engineer III

DUTIES AND RESPONSIBILITIES

The following represents the majority of the duties performed by the position but is not meant to be all inclusive nor prevent other duties from being assigned when necessary.

1. Complies with DOT and OSHA health, safety and environmental requirements and follows safety philosophy and procedures developed by the Company including: applicable environmental, health and safety rules, procedures, and accepted safe work practices, the use of appropriate personal protective equipment and safety systems, and the reporting of workplace hazards and injury or illness arising from workplace activities; observes the workplace to identify conditions or behaviors that should be corrected and takes appropriate action.

2. Manages aboveground tank construction, inspection, repair, and modification projects from initiation through closure including, but not limited to, the preparation of estimates, the development of project plans and bid packets, selection of external contractors and service vendors, the purchase of materials, coordination of construction and inspection activities, reporting projects status updates, managing change controls, start-up, and completion of post project reviews.

3. Coordinates annual API 653 tank and seal inspections and manages repairs as needed.

4. Documents, records, and maintains information about the inspection, repair, and modification of aboveground storage tanks.

5. Monitors the costs and schedules of projects and takes corrective actions to ensure that projects are completed on schedule and under budget.

6. Creates and presents technical training programs to other engineers and pipeline personnel.

7. Participates in API subcommittee for aboveground storage tanks for development of industry standards and establishes and maintains a network of industry peers for best practices benchmarking.

8. Coordinates completing tank program requirements and communicates required information directly with the following departments:

* Operations - Coordinates executing tank integrity projects with Schedulers to ensure minimal disruption. Performs tank cleaning projects when requested to maintain product quality. Attends weekly Operations meeting to communicate the status of projects.

* Field Operations - Communicates upcoming tank projects so Area Managers can determine budget and personnel workload requirements including tank fill/empty requirements, shell valve maintenance, vapor management, hazardous waste management, and grounds restoration. Coordinates with Maintenance Supervisor to ensure equipment repairs are scheduled. Working with measurement personnel to determine and communicate safe fill heights utilizing strapping tables and critical levels.

* HSSE - Assists HSSE Specialists to determine waste management needs for each tank project. Communicates tank projects to Environmental Engineer ensuring environmental permit requirements are met. Determines tank seal inspection requirements and communicates results with Environmental Engineer for determination of remediation requirements.

* I&C - Communicates upcoming tank projects to ensure instrumentation is considered. Communicates updated strapping tables, critical levels, and safe fill heights to set instrumentation and controls settings.

* Project Engineering - Assists with new tank projects, tank modification projects, and inspection requirements.

9. Develops and maintains the Company's procedure manual for operations, maintenance, and emergencies (OME) documents concerning above ground tank storage management. Provides technical support during Integrity Management Program (IMP) procedure review to maintain consistency in assessment and rehabilitation practices.

10. Assists with the development of the Integrity Management Program planning and facilitation of risk management processes and applicable training for employees and contractors.

11. Represents the Company during regulatory audits as a key member of the Asset Integrity Department.

12. Serves on Company initiatives or projects as assigned.

REQUIREMENTS

* A Bachelor's degree in in engineering; chemical, civil, mechanical, electrical, or petroleum preferred - construction management, industrial management or technology degree of the same or equivalent in experience and a minimum of five (5) years of API 653 tank project experience. Certification as an API 653 Inspector, CWI certification and experience in cathodic protection and coatings is preferred.

Knowledge, Skills and Abilities

* Ability to actively engage in safe behavior and understand and follow the principles and methods related to pipeline and workplace safety as established by the Company.

* Knowledge of emergency and safety procedures, policies procedures, equipment operating parameters, and all applicable DOT, EPA, FERC, DHS and OSHA requirements.

* Knowledge of applicable DOT, state, and local regulations and API standards related to the construction, inspection, repair, and modification of aboveground storage tanks.

* Knowledge of principles and methods for planning, monitoring, tracking, and managing the people, time, budget, and quality of work on project(s).

* Knowledge in the use of project management principles and tools to complete projects on time, within budget, and according to specifications.

* Well-developed computer hardware and software skills are required to manage, record, and evaluate company information.

* Well-developed verbal and written communication skills necessary to interact with all levels of employees and contractors across the organization.

* Well-developed skill in practicing active attention to minute but necessary aspects of tasks.

* Ability to establish relationships and networks across a broad range of people and groups in order to ensure the successful completion of projects.

* Ability to accurately scope out length and difficulty of tasks and projects; set objectives and goals; break down work into the process steps; develop schedules and task/people assignments; anticipate and adjust for problems and roadblocks; measure performance against goals; and evaluate results.

* Ability to handle multiple projects simultaneously and support and embrace a changing environment with shifting priorities.

* Ability to analyze needs and requirements to create and evaluate plans to inspect, repair and modify pipeline facilities and aboveground storage tanks.

* Ability to develop estimates of overall costs associated with projects, track actual costs, and project future costs. Ability to translate fundamental financial indicators in order to predict future probabilities, costs, trends, etc.

* Ability to present in formal settings; one-on-one, small and large groups, with peers, direct reports, and bosses and is effective both inside and outside the organization; command attention and manage group process during the presentation.

* Ability to effectively work and cooperate with supervisors, co-workers and vendors.

* Ability to follow corporate policies and the directions of supervisors.

* Ability to refrain from causing or contributing to the disruption of the workplace.
