Primary Purpose of Department
The Planning, Design, and Construction department manages the design and planning of informal and capital projects for the university community.
Primary Purpose of Position
The primary responsibility of the Facility Planner II (Project Manager) is to manage the planning, programming, design, and construction administration of university projects. Projects will range in scope and dollar value, to coincide with both informal and capital projects. The incumbent will manage projects from the planning phase, carrying the project through the construction phase, and finally to project close-out.
Summary of Position Responsibilities

  • Display and apply thorough expertise and understanding of concepts, practices, and theories used in the field of project management.
  • Lead facility planning and project management for assigned campus projects.
  • Oversee design and construction of a variety of University projects to include planning, design (all phases), bidding and contracting, budgets, schedules, etc., from advanced planning through project closeout.
  • Manage implementation of projects and plans according to codes and regulations.
  • Provide consultation and technical assistance as required for projects.
  • Review codes to ensure compliance related to ADA, state construction statutes, the NC State Building Code, fire, and other oversight codes.
  • Responsible for development and posting of all RFP's and RFQ's for assigned projects.
  • Display and apply thoroughly developed knowledge of business and management principles involved in strategic planning, problem solving, budget analysis, and coordination of people and resources.
  • Meet with campus stakeholders to develop creative, interactive, budget-appropriate proposals. Conduct project meetings, as required.
  • Guide, direct, and coordinate design consultants as assigned.
  • Process all project transactions such as contractor and designer pay applications, construction contract change orders, and designer contract amendments.
  • Perform other duties as assigned and/or delegated to support all PDC operations.

Minimum Education/Experience
Bachelor's degree in institutional planning, public administration, engineering, architecture, business administration, economics, industrial technology, or a related discipline and two years of facility planning or project management experience; or an equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Preferred Education, Knowledge, Skills and Experience

  • Experience in shepherding a project from RFP/RFQ to project completion
  • Experience with projects with FFE and/or an interior design scope
  • Experience in managing multiple projects of various sizes and scopes simultaneously
  • Experience with project billing and budget management
  • Familiarity with North Carolina State construction process
