Job Summary:
M1 Support Services is seeking a
Contract Performance Manager. The
Contract Performance Manager supports the effective
execution and performance of assigned contract activities in accordance with the Performance Work Statement (PWS),
applicable Air Force directives, technical requirements, and company policies. Reporting to the Deputy Site Program Manager
(DSPM), this position monitors contract performance requirements and associated maintenance and operational data to
identify trends, risks, efficiencies, and opportunities for performance improvement. The
Contract Performance Manager works
closely with Program Management, maintenance operations personnel, database management personnel, U.S. Government
representatives, and other stakeholders to evaluate performance, develop reports and analyses, support Performance
Incentive Reduction (PIR) mitigation and waiver actions, and provide management with accurate and timely information
necessary for effective contract execution and decision-making.
Primary responsibilities include but are not limited to the following:

Contract Performance & Compliance
* Supports Program Management in the successful execution of assigned contract requirements in accordance with the
Performance Work Statement (PWS).
* Monitors contract performance requirements, including PWS Services Summary Performance Thresholds, to assess
performance and identify potential areas of concern.
* Ensures assigned activities are evaluated for compliance with applicable PWS requirements, Air Force Instructions,
Technical Orders, company policies, and other governing requirements.
* Identifies actual or potential performance deficiencies and works with Program Management and applicable functional
organizations to evaluate causes and develop appropriate corrective or mitigating actions.
* Evaluates operational performance for efficiencies, trends, and other factors that may affect contractual performance.
* Supports efforts to minimize Performance Incentive Reductions (PIR) and identify circumstances that may support PIR
waiver consideration.
* Collects, analyzes, and organizes supporting information and prepares PIR waiver documentation for management
review and submission, as required.
* Participates in contract performance reviews, operational meetings, customer meetings, and other program activities
as required.
Performance Analysis & Maintenance Data
* Coordinates with Maintenance Operations Analysts, Database Managers, and other functional personnel to collect,
validate, analyze, and consolidate maintenance and operational performance data.
* Reviews data related to aircraft systems, utilization, maintenance history, production performance, and other
applicable program activities.
* Analyzes historical and current performance information to identify trends, recurring issues, emerging risks, and
opportunities for improvement.
* Maintains historical performance information necessary to support trend analysis, management review, and contract
reporting requirements.
* Correlates information from multiple sources to develop meaningful analyses and provide Program Management with
actionable performance information.
* Serves as a program resource regarding maintenance automated data systems and the use of system-generated
information for performance analysis and reporting.
* Assists in identifying requirements for new or revised data reports necessary to support maintenance operations,
contract performance, and management decision-making.

Reporting & Management Information
* Prepares weekly, monthly, recurring, and ad hoc reports and performance summaries for Program Management and
U.S. Government organizations, as required.
* Develops customized reports and analyses when required information is not available through established reporting
products.
* Prepares performance summaries, briefings, presentations, and other management products for internal and external
stakeholders.
* Ensures performance information presented to management and customers is accurate, relevant, timely, and
supported by available data.
* Provides Program Management with information and analysis necessary to support operational planning, performance
management, and informed decision-making.
Operational & Workforce Support
* Supports the planning, coordination, monitoring, and evaluation of program operations and personnel within assigned
areas of responsibility.
* Provides management guidance and support regarding workforce matters, including hiring, employee development,
training, performance evaluation, transfer, disciplinary action, and termination, as applicable.
* Coordinates with appropriate management and functional organizations regarding workforce or operational matters
that may affect contract performance.
* Assists Program Management in evaluating operational requirements, resource utilization, workforce effectiveness,
and areas for process improvement.
Customer & Organizational Coordination
* Interfaces with U.S. Government representatives, internal and external customers, company leadership, higher
headquarters, and supporting functional organizations.
* Develops and maintains effective professional relationships with customers, employees, management, and other
program stakeholders.
* Communicates contract performance information, operational concerns, and other relevant matters to appropriate
stakeholders in a clear, accurate, and professional manner.
* Represents M1 professionally and in accordance with company expectations regarding ethics, business conduct,
professional appearance, and customer culture.
* Supports company business development activities as assigned and appropriate to the position.
Additional Responsibilities
* Attends meetings, reviews, working groups, and other program activities as required.
* Supports special projects and program initiatives related to contract performance, maintenance operations, or
organizational effectiveness.
* Performs other duties and responsibilities as assigned in support of contract and organizational requirements.
Qualifications and Experience:
Education
* Associate degree from an accredited institution required.
* Bachelor's degree in business, aviation, management, logistics, or a related discipline preferred.
Experience
* Minimum of seven (7) years of related experience in an aircraft maintenance environment.
* Demonstrated experience supporting U.S. Air Force aircraft maintenance operations, maintenance management,
contract performance, or a closely related function.
* Experience analyzing maintenance, operational, or performance data and developing reports, summaries, or
recommendations for management.
* Experience working with aircraft maintenance quality control processes and procedures.
* Experience working within a government contracting or military aviation environment preferred.

* Working knowledge of aircraft maintenance quality control processes and procedures.
* Ability to interpret and apply Performance Work Statement (PWS) requirements, Air Force Instructions, Technical
Orders, company policies, and other applicable guidance.
* Strong analytical and problem-solving skills with the ability to evaluate performance data, identify trends and risks,
and develop actionable recommendations.
* Ability to collect, correlate, and analyze information from multiple sources and translate data into meaningful
management information.
* Strong organizational skills with the ability to manage multiple priorities, deadlines, and reporting requirements.
* Excellent written and verbal communication skills, including the ability to prepare professional reports, briefings,
presentations, and other management products.
* Strong interpersonal skills and the ability to effectively coordinate with Program Management, employees, U.S.
Government representatives, customers, and other internal and external stakeholders.
* Proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, and Outlook.
* Ability to learn and effectively utilize applicable aircraft maintenance, database, reporting, and business information
systems.
* Ability to exercise sound judgment and maintain professionalism when handling sensitive operational, performance,
and personnel matters.
* Must be able to speak, read, write, and understand English.
Security & Access Requirements
* Must be able to obtain and maintain any security clearance, installation access, and/or other credentials required by
the contract.
Working Conditions:
* Work is performed in a combination of office, aircraft hangar, maintenance, and flight-line environments.
* Duties may require extended periods of sitting and computer use, as well as periodic standing and walking throughout
maintenance and operational areas.
* May occasionally require climbing, stooping, bending, kneeling, reaching, or other physical movement necessary to
access and observe aircraft maintenance and operational areas.
* May be exposed to noise, fumes, moving equipment, varying temperatures, weather conditions, and other conditions
normally associated with aircraft maintenance and flight-line operations.
* Must comply with all applicable safety requirements and use required personal protective equipment (PPE) when
entering designated maintenance, hangar, or flight-line areas.
* May be required to work varying schedules, extended hours, weekends, holidays, or shifts based on operational and
contract requirements.
* Occasional travel may be required in support of program or company requirements.
