The Project Monitor II (PM II) will support the Department of Energy (DOE), Office of State and Community Energy Programs (SCEP), Schools and Nonprofits (SNP) programs. The SNP portfolio includes the Renew America's Schools Program, a $500 million investment that funds energy improvements at K-12 public school facilities to reduce energy use and costs, improve indoor air quality, and foster healthier learning environments, and the Renew America's Nonprofits Program, which funds energy efficiency improvements in buildings owned and operated by 501(c)(3) organizations so that savings can be redirected toward mission-driven work.

The Project Monitor II will support the SNP federal teams by providing engineering, technical, and operational support across the project lifecycle, along with other programmatic support. The PM II performs advanced technical evaluations to identify corrective actions as needed, recommends refined project requirements, coordinates with applicable stakeholders, and ensures all necessary reviews and approvals are received. This role works directly with the DOE SCEP Schools and Nonprofits federal teams.

Responsibilities:

• Monitor assigned projects to ensure work scope, schedule, and budget are well defined and maintained.
• Perform advanced technical evaluations of recipient project scopes, schedules, and technical approaches to identify corrective actions as needed and recommend refined project requirements.
• Support monitoring of assigned federal financial assistance awards, including tracking recipient and subrecipient progress, deliverables, and milestones and communicating assessments to federal staff.
• Review recipient technical and financial reports and deliverables for completeness, consistency, and compliance with the terms and conditions of the award.
• Coordinate with applicable stakeholders and ensure all necessary reviews and approvals are received.
• Support the review of recipient requests for changes in scope, schedule, budget, or other award requirements, and prepare recommendations for federal staff.
• Support award closeout for assigned recipients, including final technical and financial reports, equipment and property dispositions, and verification of completed facility improvements.
• Prepare briefings, decision memos, presentations, and other documentation for the SNP federal team.
• Provide meeting support, including agenda development, facilitation support, notes, and action item tracking.
• Support program evaluation activities and, as directed, conduct performance and project analysis during phase-down to benefit future projects and programs.
• Maintain accurate and current project documentation and records in accordance with DOE requirements and program business processes.
• Must be a U.S. citizen.
• Successful drug screening.
• Must be eligible to obtain and maintain a security or clearance badge.

Minimum Required Qualifications:

• Bachelor of Science or Bachelor of Arts in engineering, business administration, environmental sciences, or a related discipline. Four (4) years of relevant education/experience may substitute for the Bachelor's degree.
• Minimum of six (6) years of relevant experience. A Master's degree may substitute for two (2) years.
• Experience with the Federal Government, preferably with DOE.
• Experience in problem-solving in a technical or programmatic project environment.
• Experience with policies, functional requirements, and regulatory compliance support.
• Demonstrated capabilities in briefing and presentation support, document review and evaluation, program evaluation support, document preparation support, and meeting support.
• Technical knowledge of the energy efficiency and renewable energy project types funded under the Schools and Nonprofits programs, including HVAC, lighting, building envelope, controls, and on-site renewable installations, and the ability to evaluate projected energy and cost savings across diverse project types.
• Strong written and verbal communication skills.

Preferred Qualifications:

• Master's degree in a related discipline.
• Experience working with local educational agencies (LEAs), school districts, nonprofit organizations, and State and local partners.
• Experience supporting the Renew America's Schools or Renew America's Nonprofits programs.
• Experience supporting SCEP or the Department of Energy.
• Experience with DOE grants and cooperative agreements.
• Familiarity with Davis-Bacon Act prevailing wage requirements and other federal labor and procurement standards applicable to construction and retrofit work.
• Familiarity with DOE systems.

Location/Work Arrangement:

• This position is remote, 10% travel in Washington, DC.
• Schedule is full-time, Monday - Friday 40-hour week.
