Program Analyst II

This position requires an active Secret clearance and the ability to obtain a Top Secret clearance to be considered.

The Program Analyst II will provide procurement and supply chain auditing for the Bureau of Diplomatic Security's Armored Vehicle (AV) Program at the U.S. Department of State. The role involves reviewing and validating the supply chain for the worldwide inventory, analyzing acquisition requests, tracking contract deliverables and identifying procurement issues, and collaborating with key stakeholders to ensure effective procurement practices.

Compensation & Benefits:

Estimated Starting Salary Range for Program Analyst II: $115,000- $120,000

Pay commensurate with experience.

Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.

Program Analyst II Responsibilities Include:

  • Conduct a full range of routine to highly complex field audits and fleet planning in support of the Bureau of Diplomatic Security's AV Program.
  • Gather and analyze cost data for audits, preparing detailed audit documentation and reports for DS senior management and Department of State and other agency customers.
  • Provide technical guidance and recommendations on allowable costs, reasonableness, and cost allocation.
  • Manage procurement projects, covering procurement, contracting, auditing, and analysis, for the AV Program, the largest fleet of armored vehicles worldwide.
  • Ensure understanding and adherence to U.S. Federal Government policies and procedures, generating project information, action items, schedules, and deliverables.
  • Regularly monitor project progress and report status to procurement management.
  • Audit and analyze Department requirements to develop and refine business improvement initiatives.
  • Assist the procurement team in related activities as needed.
  • Collaborate with Cost Price Analysis and the Chief Financial Officer to formulate and monitor budget plans.
  • Develop innovative approaches to review procurement process effectiveness and explore logistics solutions for worldwide customers and vendors.
  • Provide recommendations on procurement-related issues and develop standard processes for the AV acquisition program.
  • Performs other job-related duties as assigned

Program Analyst II Experience, Education, Skills, Abilities requested:

  • 5 years of experience in procurement, contracting, or finance, OR a Bachelor's Degree in a related field (Finance/Accounting).
  • Strong oral communication skills for discussing audit issues and conducting presentations.
  • Excellent interpersonal skills for effective collaboration with various stakeholders.
  • Advanced problem-solving skills to resolve discrepancies.
  • Strong organizational skills to plan and execute audits, ensuring deadlines are met.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, Project, and Adobe Acrobat.
  • Ability to travel up to 25% annually.
  • Must pass pre-employment qualifications of Cherokee Federal
