DEPARTMENT OVERVIEW

UC Santa Cruz (UCSC) Student Health Services (SHS) is a full-service medical facility offering clinical, educational, and psychological support to UCSC students. SHS is deeply committed to ensuring affordable, well-integrated, multidisciplinary healthcare that effectively supports the university's diverse campus communities through equitable access and culturally competent, high-quality programs and services.

The Primary Care Program offers primary care and same-day care services, supported by on-site radiology, a COLA-accredited clinical laboratory, and the campus pharmacy offering prescription and over-the-counter products. Counseling and Psychological Services, Case Management and Psychiatry services are available for crisis intervention, mental health support, and outreach services.

Additional departments include Student Health Outreach and Promotion (SHOP), home of the Condom Co-op, the Cove Collegiate Recovery Program (CCRP), where students receive harm-reduction and recovery services; CARE (Center for Advocacy, Resources & Empowerment) the advocacy and prevention education office that supports those who have experienced sexual assault, stalking, and dating/domestic violence; Optometry, and Student Insurance and Referral Programs.

Student Health Services employs approximately 150 staff and welcomes staff with an interest and experience working with college students with a wide range of ethnic, cultural, and gender identities.

JOB SUMMARY

The Business Operations Supervisor oversees daily administrative, fiscal, and facility operations for Student Health Services, ensuring efficient workflows and compliance with University policies. The incumbent supervises administrative staff, purchasing and financial processes, contract administration, budget reconciliation, and facility operations across the main health center and satellite locations, including maintenance, security access, and infrastructure support. Serving as a key liaison with campus partners, the Business Operations Supervisor resolves complex operational issues and supports continuous improvement across business operations.

APPOINTMENT INFORMATION

Budgeted Salary: $72,000-$80,000/annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

50% - Supervisory

  • Oversees daily operations and workflow of the Business Operations department, utilizing digital systems and tracking tools to ensure administrative tasks are completed accurately and efficiently.
  • Provides direct supervision to Facility/Financial Assistants, encompassing the full employment lifecycle, including recruitment, onboarding, performance management, and professional development.
  • Leads regular team and one-on-one meetings to provide technical guidance, support goal attainment, and foster a collaborative team environment.
  • Designs and delivers training programs for staff regarding new University policies, system updates, and internal procedures related to fiscal and facility functions.
  • Serves as the primary point of escalation for complex operational issues or interpersonal conflicts, resolving problems independently or in consultation with the Director.

25% - Fiscal

  • Oversees the full purchasing lifecycle, including vendor contract review, purchase order processing, and the resolution of accounts payable or billing discrepancies.
  • Ensures all financial activities, including travel and entertainment reimbursements, strictly adhere to University fiscal policies and internal control standards.
  • Performs monthly reconciliation of financial reports and prepares detailed summaries of expenditures and budget status for departmental leadership review.
  • Leads the administrative review and execution of vendor contracts and memoranda of understanding (MOUs) for the health center, collaborating closely with Purchasing and Business Contracts to ensure all agreements comply with University procurement policies, legal standards, and risk management protocols.
  • Collaborates with the Director to design and maintain accounting systems that accommodate the complex funding and operational needs of the Health Center.

25% - Facilities

  • Serves as the primary contact for all facility-related repairs, maintenance, and equipment issues for the main building and satellite offices.
  • Oversees building security protocols, including the issuance and retraction of keys, alarm codes, and electronic ID card access for staff and visitors.
  • Coordinates custodial services and facilitates regular facility inspections to ensure clinical spaces meet health and safety standards.
  • Responsible for office infrastructure needs, including telecommunications, network service requests, and maintenance of the campus space and occupancy database.
  • Coordinates facility-related projects by liaising with campus planning, developing schedules, tracking outcomes, and communicating status updates to all relevant stakeholders.

REQUIRED QUALIFICATIONS

  • Bachelor's degree in related area and / or equivalent experience / training
  • Demonstrated knowledge of effective supervisory principles, including recruitment, onboarding, training, and the application of performance management and disciplinary actions
  • Proven skill in resolving interpersonal or operational conflicts and providing technical guidance to support the professional growth of administrative staff
  • Ability to design and oversee departmental workflows, utilizing digital tools and databases to ensure the accurate distribution and completion of staff assignments
  • Ability to perform detailed monthly reconciliation of financial reports and generate accurate budget summaries for departmental leadership
  • Knowledge of facility security protocols, including access control systems, key inventory management, and health and safety standards for clinical environments
  • Skill in managing facility-related projects in a clinical setting, including developing schedules, coordinating with campus partners for repairs, and tracking outcomes for both main and satellite offices
  • Ability to serve as a primary liaison for technical and physical infrastructure, including telecommunications, network service requests, and the maintenance of campus space databases
  • Comprehensive knowledge of federal, state, and University of California fiscal policies, including internal control standards, separation of duties, and accounting principles
  • Demonstrated skill in the administrative review of vendor contracts and memoranda of understanding (MOUs), with the ability to collaborate effectively with Purchasing and Business Contracts

SPECIAL CONDITIONS OF EMPLOYMENT

  • Selected candidate will be required to pass a pre-employment criminal history background check.
  • Selected candidate must pass the employment misconduct disclosure process.
  • Selected candidate will be required to take a TB test within 60 days of hire.
  • Complete Health Insurance Portability and Accessibility (HIPAA) training within 30 days of hire.
  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.

  • Ability to maintain appearance and conduct suitable for working in a professional setting.
  • Will be required to comply with current Student Health Center employee health safety requirements for health care workers as defined by state and federal regulatory agencies. Current health safety requirements are discussed during interview.
