Summary

The Manager Revenue Requirements & Load Research (Manager Regulatory Affairs) implement the strategies and execute toward goals that support company-wide objectives that enhance reasonable treatment by the Arizona Corporation Commission and other regulators in all matters. Manages analytical team responsible for initiating, coordinating and preparing studies and analyses required for rate and regulatory purposes. Ensure that rates are designed and applied to recover the Company's authorized revenue requirement. Oversee the Revenue Requirement and Load Research teams and the development of cost of service and load analyses to support prices, terms and conditions of service for all retail customers. Direct the development of the Company's extension policy. Establish and maintain policies and operating practices related to the APS tariff. Manage the development of work papers, exhibits and documentation for ACC rate cases and contract filings. Potentially testify as needed on regulatory related matters. Establish priorities for team members or project completion. Communicates company policy information and requirements to staff and ensures operational decisions comply with policy.

Minimum Requirements

  • BS/BA degree in business, finance, accounting, engineering, or equivalent
  • And minimum eight (8) years utility industry experience
  • With at least 1 year experience and proven leadership skills or equivalent combination of education and experience related to rates or regulation or other closely related utility experience.
  • Must possess broad business perspective; problem solving, strong interpersonal and communication skills with demonstrated leadership capabilities and people management skills.
  • Able to plan, organize, direct, and evaluate the work and performance of subordinates.
  • Able to establish and maintain effective working relationships with all levels of personnel, and other departments.
  • Ability to adapt to changing environment and shift priorities while managing a wide-range of projects.

Major Accountabilities

1) Responsible for managing and serving as the subject matter representative on cost of service and load research support for rate and tariff interactions with the Arizona Corporation Commission (ACC) and its Sr. Staff.

2) Responsible for collaboration and coordination across the business unit and Company to ensure the rates strategy achieves corporate strategic and regulatory objectives.

3) Provide guidance on policy development and decisions to business units ( i.e. Renewables, Energy Efficiency, Resource Planning, Line Siting) in assisting them with the rate and tariff implications of their regulatory filings.

4) Responsible for developing and negotiating electric supply agreements and any special contracts.

5) Responsible for representing APS on all cost of service and load research support for rate related issues with key account customers.


6) Responsible for ensuring the cost of service study and load research report are accurate in APS regulatory filings and support resulting rate designs which recover the Company's revenue requirement.

7) Partner with internal customers to initiate policy development or change to achieve corporate objectives, and to maintain high internal awareness of regulatory requirements and any proposed changes.

8) Provide guidance on regulatory policy to assist business unit leadership and other Sr. management on key internal decision making regarding APS regulatory policy.

9) Manage the support and development of rates and tariff provisions that recover the Company's authorized revenue requirement and ensure that the retail tariff is applied correctly.

10) Contribute to the development of strategies for managing the effect of regulatory change, proposed rule makings and other initiatives on APS.

11) Provide leadership to produce effective teams in an environment consistent with APS cultural expectations and the vision for future.

12) Allocate decision making and responsibilities to appropriate levels and empower others to act.

13) Develop skills and competencies of others through effective developmental activities, focusing on performance and results.

14) Select and develop a high performing team capable of providing strategic problem solving and support through effective coaching, performance feedback, recognition, training and developmental opportunities.

15) Communicate the company's and department's goals and objectives and how the team contributes to the accomplishment of those goals and objectives.

Hybrid:Employees in hybrid roles work both in their home offices (virtually) and alongside their colleagues (in person).

In order for employees to build strong relationships and to promote meaningful in-person interactions, hybrid employees are expected to work about 40% of their time in-person at an APS or other (non-home office) location.



  • Employees are expected to reside in Arizona (or New Mexico for Four Corners-based employees).
  • Working from a home office requires adequate technology and an appropriate ergonomic set up.
