Position Summary: The EAS Compliance Manager provides oversight of maintaining the integrity of the EAS program and is responsible for ensuring adherence to all grant requirements. This includes designing and maintaining onboarding and training materials for EAS staff and corps staff processing utility applications, internal monitoring and auditing of files, and tracking timeliness of application processing.

The EAS Compliance Manager reports directly to the EAS Director and will oversee EAS Review Agent staff.

Essential Responsibilities:



  • Designs training materials and maintains a database for training items
  • Provides employee onboarding and training on eligibility protocols for all funding and processes
  • Serves on presenting team of EAS leadership during annual meeting with EAS and corps staff
  • Coordinates necessary training for EAS and corps staff when contract requirements are updated or changed
  • Conducts periodic audits of internal files to ensure compliance
  • Regularly communicates with EAS Director the finding(s) of internal audits and recommends adjustments to improve service delivery
  • Prepares and submits files requested by the State for auditing
  • Regularly interacts with the State and other funders
  • Builds positive relationships with regional vendors and community partners
  • Works closely with EAS leadership team to ensure compliance with program requirements by all members of EAS staff
  • Maintains compliance with timeliness regarding phone and online application processes
  • Supervises and supports EAS Review Agents and other staff, as necessary
  • Participates in EAS leadership and other EAS-related meetings as necessary
  • Attends various conferences and educational events to stay current on the latest developments related to utility programs as determined by EAS Director
  • Performs other duties as assigned



Qualifications:

Education/Experience:



  • Bachelor's degree in social work, psychology, sociology, or related field; or an equivalent combination of education and professional work experience
  • Master's degree (preferred)
  • Two or more years of management experience in human services
  • Understanding of low-income populations (preferred)


Skills, Knowledge & Abilities:



  • Learn and adhere to The Salvation Army Social Services Code of Ethics
  • Adherence to professional code of ethics
  • Understand and adhere to professional boundaries within and outside of the organization
  • Maintain client confidentiality and obtain appropriate releases of information
  • Demonstrate a continued effort to increase self-awareness and to better understand other cultures and issues of social justice, and promote racial understanding and reconciliation
  • Excellent oral and written communication skills.
  • Complete Caseworker Certification Program (CCP) within 120 days of hire.


Computer Skills:



  • Must be proficient in Microsoft Office, Outlook, and various video conferencing platforms.
  • Proficient in Wellsky software within 90 days of hire.


Certificates and Licenses:



  • Complete Safe from Harm training and keep current as needed.
