Job Description

The Program Management Office (PMO) supports advanced technology planning and execution Laboratory-wide through a rigorous balance of technical and management capabilities. The PMO accomplishes this through the development of a highly skilled pool of program managers and by providing direct support to the Laboratory's most complex prototyping efforts. The PMO also implements program management best practices tailored for the dynamic research and development environment. The PMO provides standard, scalable approaches to program management functions and provides independent assessments and recommendations for improved program execution.



Major Responsibilities



- Lead modernization of PMO methodologies, including rearchitecting data structures, improving workflows, and driving adoption of digital program management tools.


- Assist technical leads in developing new program estimates using improved forecasting, analytics, and integrated digital platforms.


- Coordinate program issues and work forecasts with Divisions, Groups, and Departments, ensuring use of modernized tracking and decision-support tools.


- Partner with PMO Head to develop staffing plans informed by transformation initiatives, evolving skillsets, and new PMO operating models.


- Conduct Lab-level trend analysis, leveraging enhanced dashboards, automated data flows, or re-engineered analytics pipelines.


- Drive modernization in budgeting, resource allocation models, and long-range planning processes to support enterprise-wide transformation.



Technical & Business Leadership with Transformation Focus



- Provide expert-level program management to significant programs, ensuring modernization of reporting, controls, and communication channels.


- Oversee PMO-managed programs, incorporating re-designed data structures, standards, and transition plans.


- Set new PM management standards by integrating contemporary tools, automation, and streamlined workflows.


- Develop and share innovative program management approaches with staff and stakeholders, including transformation roadmaps and pilot implementations.


- Provide leadership for peer reviews, consulting, and PM training-with increased focus on embedding modernization practices and supporting organizational change.



Organizational Advancement & Senior Leadership Engagement



- Partner with senior leadership to align PMO modernization priorities with Laboratory-wide strategy.


- Represent PMO in Director-level meetings, transformation committees, and enterprise working groups.


- Support high-priority operational and transformation initiatives from the Director's Office.


- Contribute to issue resolution, change management, and communications strategies that advance PMO transformation across programs.



Streamlined Staff Development Responsibilities



- Provide essential feedback and mentoring related to new PMO tools, methods, and transformation behaviors.


- Participate selectively in hiring and onboarding staff needed to support modernization agendas.


Required/Desired Qualifications

- BS in engineering or related technical field required.


- Demonstrated excellence in program management, preferably including large-scale modernization or digital transformation programs.


- Strong understanding of Laboratory operations, processes, and program management frameworks.


- Proven ability to lead multi-disciplinary teams and drive strategic vision-including transformation and change-management capability.


- Excellent communication skills, with ability to influence stakeholders across technical, business, and leadership domains.


- Minimum of 10 years of applicable experience, including government program management.


- Ability to obtain and maintain a security clearance.

Hiring Range: $117,600 - $156,600
