Team Harkcon is building a qualified candidate pipeline for anticipated U.S. Coast Guard (USCG) Polar Security Cutter (PSC) Human Performance Support and Training Development (HPS&T). The team will provide a system that enables crewmembers to operate and maintain the PSC and its systems effectively.

This position serves as the single point of accountability for all contractor performance under the PSC HPS&T task order. Leads cost, schedule, quality, subcontractor coordination, stakeholder engagement, risk management, issue resolution, deliverable tracking, and customer communications.

Security and Suitability: Active security clearance preferred. Ability to obtain and maintain DHS suitability required. Some positions may require higher clearance levels based on task order needs.

Location: Suffolk, VA, with hybrid and remote options possible depending on role and Government direction.

Responsibilities

Harkcon is seeking a Program Manager to lead contract performance for anticipated USCG PSC HPS&T. The Program Manager will serve as the primary interface with the Government and will be responsible for cost, schedule, staffing, quality, risk management, subcontractor coordination, and delivery across a high-volume exercise support portfolio.

  • Lead overall task order execution and serve as the primary interface with the Contracting Officer and Contracting Officer Representative.
  • Manage integrated prime and sub-contractor performance across startup, analysis, design, development, implementation, evaluation, and maintenance.
  • Oversee schedule integration, risk management, issue resolution, staffing coordination, deliverable quality, and monthly status reporting.
  • Direct development and maintenance of the Training System Development Plan, project plan, implementation plan, and task closeout activities.
  • Ensure teammate work products are integrated into one compliant Harkcon led solution.

Qualifications

  • Bachelor degree from an accredited institution.
  • Minimum of three years of program management experience managing similar requirements.
  • Experience managing federal training, human systems integration, instructional systems design, or technical services programs.
  • Demonstrated experience managing subcontractors, schedules, customer communications, risks, and deliverables.

Preferred Qualifications

  • Project Management Professional or comparable project management credential.\
  • Coast Guard, Department of Homeland Security, or maritime acquisition program experience.
  • Experience leading iterative or agile training development efforts.
  • Active security clearance preferred.

Additional Details

This is a full-time, on-site position at USCG facilities in Suffolk, Virginia, with hybrid and remote options possible depending on role and Government direction. The Program Manager should expect periodic travel to CISA training sites.
