Description

Join a nationally significant recovery effort advancing a resilient, healthy Maui community. This role supports postdisaster rebuilding by aligning water, reuse, wastewater, stormwater, watershed, and cultural and historic resource outcomes under a unified One Water approach. You will serve as part of a multidisciplinary team, translating complex recovery challenges into actionable strategies through effective facilitation, engagement, and crossagency coordination that directly supports community rebuilding and longterm sustainability.



Working alongside County leadership and partners, you will help advance standardized recovery operations, governance, and engagement practices that promote transparency, informed decisionmaking, and delivery of resilient infrastructure. This work supports Maui's longterm recovery and climate resilience goals while ensuring that rebuilding efforts strengthen essential systems and community outcomes.



Job Summary

The DC3, Program Controls role will play a key role on program teams to support the planning and delivery of complex projects and programs that require extensive planning and execution due to larger project sizes, and complexities. The role will involve leading assignments and daily operations contributing to the execution of the programs, ensuring the program goals and benefits are achieved and driving continuous program improvements. This role includes planning and administration, scheduling, procurement, project controls, risk management, document controls, and reporting.



Responsibilities

  • Leads program controls assignments and activities on complex projects and programs.
  • Utilize comprehensive understanding of our company's program management services to offer optimal solutions to clients.
  • Leverage activities across program management lifecycle phases: planning, initiation, delivery, and closeout.
  • Develop and execute program controls plans and the successful execution of controls on programs.
  • Monitor, analyze, and report on progress, cost and schedule variances, and forecasts.
  • Analyze and evaluate program and project status and recommend corrective actions.
  • Plan and budget the controls resources and systems necessary to support the program.
  • Resolve issues and provide consistency between the cost control, planning/scheduling, and estimating functions and deliverables.
  • Implement standardized Project Controls tools, procedures, and processes.

  • Skilled in program controls, commercial acumen, and performance monitoring and reporting.
  • Well-versed in program planning and initiation, change management, risk management, and quality management.

Experience

  • Typically, a minimum of 10 years of project management, and multiple years in project controls, program controls, or related experience is required.
  • Experience in working under supervision to deliver moderately complex to complex projects.



Education

  • A degree in engineering, construction business management or related field or equivalent experience is required.



Salary Range: The anticipated starting pay range for this position is based on the employee's primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.

Location A: $105,000 - $143,000
Location B: $116,000 - $158,000
Location C: $126,000 - $172,000
