Job Title: Business Analyst 3

Location(s): Austin, TX

Position Overview:
A public-sector health and human services organization is seeking a Business Analyst 3 to support the retirement of a legacy Client Assignment and Registration system and the migration of related functionality to modern enterprise applications. The role focuses on business and systems analysis, requirements management, process modeling, gap analysis, and cross-functional collaboration to ensure continuity of critical Medicaid-related operations.

Key Responsibilities:

  • Review, analyze, and evaluate business systems and user needs.
  • Elicit, document, validate, and manage business, functional, technical, data, reporting, and interface requirements.
  • Develop and maintain requirements traceability throughout the project lifecycle.
  • Conduct current-state and future-state analysis, gap analysis, impact analysis, and dependency analysis.
  • Create use cases, user stories, acceptance criteria, business rules, process flows, and functional specifications.
  • Analyze business processes, data flows, system integrations, reports, and source-to-target mappings.
  • Collaborate with business, application, data, infrastructure, security, vendor, and project teams.
  • Support multiple concurrent project workstreams and modernization initiatives.
  • Facilitate stakeholder workshops, discovery sessions, and requirements reviews.
  • Produce executive-level summaries and technical documentation.
  • Identify risks, dependencies, and solution options, including cost-benefit and ROI considerations.

Required Qualifications:

  • 8+ years of business analysis experience reviewing, analyzing, and evaluating business systems and user needs.
  • 8+ years of experience eliciting, documenting, validating, and managing business and technical requirements.
  • 8+ years of experience with requirements traceability throughout design, development, testing, implementation, and operational readiness.
  • 8+ years of experience conducting process analysis, gap analysis, impact analysis, and dependency analysis.
  • 8+ years of experience documenting use cases, user stories, acceptance criteria, business rules, and process flows.
  • 8+ years of experience working with business, application, data, infrastructure, security, and vendor teams.
  • 8+ years of experience supporting complex IT projects involving multiple stakeholders and dependencies.
  • Strong written and verbal communication skills, including executive-level reporting and technical documentation.
  • 8+ years of experience analyzing data flows, interfaces, reporting systems, mappings, and integration dependencies.

Preferred Qualifications:

  • 4+ years supporting legacy modernization, mainframe retirement, system replacement, or enterprise transformation initiatives.
  • 3+ years of experience in Medicaid, healthcare, human services, claims, eligibility, provider, behavioral health, waiver, IDD, or related public-sector environments.
  • 3+ years supporting application development or infrastructure deployment projects.
  • 2+ years working with APIs, batch integrations, data warehouses, reporting modernization, or modular architectures.
  • 2+ years of experience with state government project delivery frameworks, IT governance, or public-sector procurement processes.
  • Professional certifications such as CBAP, PMI-PBA, PMP, Agile, Scrum, SAFe, or similar credentials.
