Position Summary: The Manager, Compliance and Ethics owns and leads the day-to-day delivery of SkyWater's Compliance and Ethics Program. Reporting to the Director, Compliance and Ethics, this role has operational accountability for the investigations function, Speak Up Program, policy maintenance, training delivery, and remediation tracking. The Manager exercises independent judgment across these program areas, manages work from intake through resolution, and serves as the primary on-the-ground compliance presence for employees across SkyWater's Minnesota, Texas, and Florida operations. The Manager partners closely with the Director to ensure the program is well-designed, effectively implemented, and operates in accordance with the Federal Sentencing Guidelines and the DOJ's Evaluation of Corporate Compliance Programs (ECCP).
Responsibilities:
Investigations & Speak Up Program
- Own and manage the investigations function, serving as the lead investigator for reports received through SkyWater's Speak Up Reporting Hotline and other reporting channels; ensure all investigations are conducted thoroughly, objectively, and in a timely manner, and maintain accountability for investigation quality and consistency across the program.
- Manage the full investigation lifecycle: intake, scoping, interviewing, evidence review, documentation, findings, and closure, ensuring consistency, quality, and confidentiality throughout.
- Drive awareness of and trust in SkyWater's Speak Up Program through targeted communications, manager enablement, and employee engagement initiatives across all company locations.
- Manage investigation case records and reporting systems; produce trend analysis from investigation data to surface patterns and systemic issues, and prepare investigation metrics and reporting for the Director's use in leadership and program updates.
- Champion non-retaliation principles and help establish psychological safety so that employees feel confident raising concerns.
- Serve as primary point of contact for compliance platform vendors - including the Speak Up hotline - managing vendor relationships, tracking system updates and issues, coordinating with IT and relevant stakeholders, and ensuring platforms operate effectively to support a sustainable compliance program.
Remediation & Continuous Improvement
- Own the corrective action management process: develop and track action plans resulting from internal investigations, work with HR, Operations, and business leaders to drive implementation, and ensure findings produce meaningful and measurable improvement with documented closure.
- Identify systemic patterns or root causes emerging from investigation data and escalate recurring risks to the Director, Ethics & Compliance.
- Lead monitoring and testing activities to evaluate the effectiveness of controls and compliance processes; identify gaps, develop findings, and coordinate remediation with relevant business owners.
- Own the continuous improvement of investigative processes, documentation standards, and intake workflows; assess maturity, identify gaps, and implement enhancements in coordination with the Director.
Policy & Compliance Controls
- Lead the day-to-day development, drafting, and maintenance of compliance policies, standards, and procedures in coordination with the Director and subject matter experts; manage the policy lifecycle including scheduling reviews, tracking version control, and ensuring timely updates.
- Ensure that policies and controls are operationalized effectively-accessible, understandable, and consistently applied by employees when and where they are needed-and take ownership of gaps in operationalization that come to light.
- Contribute to the design and implementation of compliance controls that reduce identified risks and reinforce SkyWater's legal and ethical obligations.
- Lead the execution of compliance risk assessments in coordination with the Director; translate results into practical guidance, documented controls, and prioritized remediation plans.
Training & Communications
- Manage and deliver targeted, role-based compliance training and communications that are engaging, practical, and grounded in real compliance risks relevant to SkyWater's operations; own the annual training calendar and coordinate content development with subject matter experts.
- Manage training completion tracking across all SkyWater sites; identify gaps in coverage, escalate persistent non-completion, and coordinate follow-up with employees and managers.
- Develop and manage program-wide communications that reinforce a culture of integrity, explain employee rights and responsibilities, and promote awareness of available resources.
- Own the development of plain-language compliance resources that translate legal and regulatory requirements into practical, accessible guidance for employees at all levels of the organization.
Culture & Cross-Functional Partnership
- Serve as the primary on-the-ground compliance point of contact for employees across SkyWater's Bloomington, Florida, and Austin sites; take responsibility for the employee-facing program presence and foster trust and confidence in the E&C program.
- Build effective partnerships with HR, Legal, Operations, Finance, Security, and other functions to embed ethical practices into business processes and decision-making.
- Manage Ethics & Compliance program integration activities in acquired facilities and new operations, ensuring consistent standards, coordinating onboarding to program requirements, and driving cultural alignment across the enterprise.
- Model and promote SkyWater's core value of Integrity in all internal and external interactions.

Required Qualifications:
- Bachelor's degree required; degree in business, law, criminal justice, organizational management, or a related field preferred.
- 5-7 years of progressively responsible experience in ethics and compliance, internal investigations, HR/employee relations, legal, or a related field, including demonstrated experience managing or owning defined program areas or functions.
- Demonstrated experience independently managing workplace investigations from intake through closure, including scoping, interviewing, analysis, documentation of findings, and corrective action follow-up.
- Strong program management skills with the ability to own multiple concurrent workstreams-including open investigations, training initiatives, and policy projects-while maintaining quality, consistency, and timeliness.
- Excellent written and verbal communication skills, with the ability to communicate clearly and tactfully with employees at all levels of the organization.
- Proven ability to handle sensitive and confidential matters with discretion, sound judgment, and professional integrity.
- Collaborative working style with the ability to build trust and credibility across functions and at both company sites.
- Demonstrated ability to operate with a high degree of independence, manage program functions with accountability for outcomes, and adapt effectively in a dynamic and growing environment.
Preferred Qualifications:
- Certified Compliance and Ethics Professional (CCEP) designation or similar professional certification, or active pursuit thereof.
- Experience in a public company, government contractor, or regulated industry environment.
- Familiarity with the DOJ's Evaluation of Corporate Compliance Programs (ECCP) and/or Federal Sentencing Guidelines for Organizations.
- Experience supporting compliance program functions in a post-merger or multi-site integration context.
- Experience with GRC (governance, risk, and compliance) tools, case management systems, or compliance training platforms.
- Juris Doctor degree or paralegal certification.
U.S. Citizen Required
The annual salary range for this role is $112,640-$168,960. Pay offered is based on many factors including, but not limited to, the job-related experience, skills, education, and credentials of each candidate.
