Description

Bolton & Menk is growing our Legislative & Strategic Funding practice, and we're looking for a Funding Strategy Leader to help shape what comes next. In this role, you'll lead complex funding strategies, advise clients, and build strong relationships with federal and state representatives. You'll collaborate across disciplines and regions to deliver practical, highimpact funding and legislative solutions, while helping expand our services into new markets.

You'll immediately step into highprofile funding strategy and grant development efforts, supported by a team of writers, planners, engineers, and designers. You'll also help prepare for and support engagement with elected officials to communicate client priorities, funding requests, and policy needs. With a strong pipeline of work, this role offers the chance to make an immediate, meaningful impact.

What You'll Be Doing:

Strategic Leadership


  • Lead funding strategies for state, regional, county, and municipal clients.
  • Facilitate client sessions and internal meetings focused on funding plans and project readiness.
  • Coordinate internal teams and external partners to advance funding outcomes.
  • Guide clients through next steps, partnerships, and preparation for councils, boards, and legislative visits.
  • Align client needs with highopportunity state and federal earmark programs.


Legislative & Intergovernmental Advocacy


  • Plan and conduct meetings with members of Congress and state legislators.
  • Prepare talking points, briefing materials, and followups.
  • Serve as a liaison between clients, consultants, and agencies.
  • Support coalition building and track evolving legislation.


Grant Leadership


  • Lead preparation and quality assurance of competitive grant applications.
  • Ensure data, cost, safety, and policy narratives are coordinated and funderready.
  • Review and refine grant drafts and technical narratives.
  • Oversee quality control for highvisibility deliverables.


What We Are Looking For:


  • Bachelor's degree from an accredited college or university in business or public administration, planning, communications, finance, or closely related field with a minimum of 15 years of municipal/municipal consulting experience.
  • Demonstrated technical expertise in the funding program and/or service area for which the position is leading.
  • Experience leading a team through multi-faceted projects.
  • Experience leading public sector loan and/or grant program administration.
  • Knowledge of county or municipal finance, budgeting and/or capital planning recommended.
  • Excellent leadership and communication skills, time management and organizational skills
  • Excellent problem-solving skills.


Bolton & Menk will currently not be providing visa sponsorship or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment without a need for current or future visa sponsorship.

Salary Range: $125,000 - $225,000 depending on years of experience and credentials

Bolton & Menk is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant's education, experience, knowledge, skills, abilities in addition to specific geographic location.
