Overview

The Strategic Communications and Program Advisor reports to the OSAC Deputy Office Director through the OSAC Communications Team Lead. This position provides high-level support to internal and external engagement efforts and delivers research, writing, and project management support to advance office priorities. The role supports leadership in developing and coordinating messaging, informational content, and outreach initiatives aligned with mission objectives.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
    Provides strategic communications guidance to program offices, supporting the development and delivery of messaging to internal and external stakeholders across multiple platforms.
  • Supports planning and execution of communications and outreach initiatives, including development of materials and post-activity assessments.
  • Integrates communications efforts with broader program objectives, ensuring alignment with mission priorities, leadership intent, and operational goals.
  • Coordinates messaging and informational content across Department law enforcement components and interagency partners to ensure consistency and alignment with organizational objectives.
  • Drafts and edits a variety of high-level written products, including briefing materials, talking points, executive correspondence, web and digital content, and other internal and external communications.
  • Advises leadership on communication considerations related to program initiatives, policy implementation, and stakeholder engagement.
  • Supports leadership during time-sensitive or high-visibility events by developing coordinated communication approaches and materials.
  • Manages special projects and initiatives, providing recommendations and overseeing execution in support of office priorities.
  • Tracks and assesses effectiveness of communication and outreach activities using qualitative and quantitative indicators to inform continuous improvement.
  • Provides general support for digital content and multimedia needs, including coordination of web content and visual materials as required.
  • Facilitates coordination across functional areas, ensuring communication efforts are integrated with program management, operations, and external engagement activities.
  • Serves as a resource to office staff and program offices, conducting research and providing analytical support on a wide range of topics.
  • Performs other duties as assigned in support of mission requirements.

EXPERIENCE, EDUCATION, AND LICENSURE:

  • Must be a U.S. citizen and possess at a minimum a Secret security clearance, with eligibility to obtain and maintain a Top Secret clearance.
  • Bachelor's degree with at least five years of relevant experience, or an equivalent combination of education and experience.
  • Demonstrated experience in strategic communications, program support, or executive-level advisory roles.
  • Strong writing, editing, and analytical skills, with the ability to develop clear and concise materials for senior leadership.
  • Familiarity with digital platforms, content management, and communications tools.
  • Ability to manage multiple priorities in a fast-paced environment and work independently.
  • Ability to coordinate across organizations and engage stakeholders at all levels.
  • Willingness to travel domestically and internationally as required.

PHYSICAL REQUIREMENTS:

May require lifting up to 25 pounds.

WORK AUTHORIZATION/SECURITY CLEARANCE:

Secret or higher security clearance, or the ability to obtain and maintain a Secret clearance with eligibilty to obatain and maintain a Top-Secret security clearance. U.S. Citizenship is required.

ADDITIONAL QUALIFYING FACTORS:

As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference and background check results.
