Position summary Tantus, a Sikich Subsidiary, is seeking a Functional Project Manager to support the Department of Health and Human Services (HHS), Office of Finance (OF), with a primary focus on the Financial Business Intelligence System (FBIS) and related OBIEE reporting initiatives. This role manages the planning, coordination, and delivery of enhancements, data integration, reporting solutions, and modernization activities across FBIS. The PM ensures alignment with ASFR/OF financial management priorities, facilitates cross component collaboration, and maintains governance structures that support transparency, compliance, and timely delivery. What will you do in this role?
- Lead project planning, execution, and delivery for FBIS/OBIEE reporting initiatives, including enhancements, data model updates, dashboard development, and integration with HHS enterprise financial systems.
- Coordinate requirements gathering with OF stakeholders, financial analysts, data owners, and technical teams to ensure reporting solutions meet business needs.
- Manage Agile and hybrid SDLC workflows, including backlog prioritization, sprint planning, and cross functional coordination with developers, data engineers, and QA teams.
- Maintain PMO governance artifacts for FBIS projects, including project schedules, risk/issue logs, decision trackers, and status reports aligned to PM Support II standards.
- Support financial transparency and audit readiness by ensuring reporting solutions align with federal financial management requirements and OF data governance practices.
- Facilitate stakeholder engagement across ASFR, OF, PSC, and component agencies to align reporting needs, manage expectations, and resolve dependencies.
- Oversee change control processes for FBIS reporting releases, ensuring documentation, approvals, and communication are completed in accordance with governance protocols.
- Support OBIEE/FBIS modernization efforts, including migration planning, data quality improvements, and transition to future-state analytics platforms.
- Prepare executive dashboards, briefing materials, and performance metrics for OF leadership and PM Support II governance reviews.
- Collaborate with cybersecurity and compliance teams to ensure reporting environments adhere to RMF, ATO, and data protection requirements.
What do you need to succeed in this role?
- U.S. Citizenship (required for HHS systems access) and the ability to obtain and maintain a Public Trust clearance
- 8+ years of experience managing IT or data/reporting projects, preferably within federal financial management environments.
- Experience supporting business intelligence, data warehousing, or analytics platforms (OBIEE, OAS, Tableau, Power BI, or similar).
- Strong understanding of financial reporting, data structures, and federal financial management processes.
- Demonstrated ability to manage cross-functional teams and deliver projects within structured PMO environments.\
- Proficiency with project management and collaboration tools (Jira, Confluence, MS Project, SharePoint).
- Excellent communication skills with the ability to translate technical concepts into business-friendly language.
- Ability to translate complex financial reporting needs into clear, actionable technical requirements for OBIEE/FBIS developers and data engineers.
- Ability to understand and navigate federal financial data structures, including UFMS, FBIS subject areas, and OBIEE data models.
- Ability to manage cross functional project teams and coordinate delivery across OF, PSC, and HHS component agencies.
- Ability to maintain structured PMO governance artifacts, including schedules, risk/issue logs, decision trackers, and status reports.
- Ability to facilitate requirements sessions with financial analysts, data owners, and business stakeholders to drive clarity and alignment.
- Ability to manage dependencies and sequencing across reporting releases, data refresh cycles, and upstream system changes.
- Ability to communicate effectively with both technical and non technical audiences, translating data concepts into business friendly language.
- Ability to support Agile and hybrid SDLC delivery, including backlog prioritization, sprint planning, and iterative release management.
- Ability to assess data quality issues and report impacts, escalating risks and recommending mitigation strategies.
- Ability to support change control processes, ensuring documentation, approvals, and stakeholder notifications are completed accurately.
- Ability to prepare executive level dashboards and briefings that summarize progress, risks, and decision needs for OF leadership.
- Ability to work within federal compliance frameworks, including RMF, ATO, and data governance requirements.
- Ability to build strong stakeholder relationships and drive consensus across diverse financial and technical groups.
Preferred Certifications & Qualifications
- Prior experience supporting HHS, ASFR/OF, PSC, or other federal financial systems (UFMS, FBIS, OBIEE, DATA Act reporting, etc.).
- Familiarity with OBIEE RPD, data modeling concepts, ETL workflows, or financial data structures.
- Experience supporting governance frameworks, audit readiness, or financial reporting compliance.
- Background in Agile delivery, DevOps practices, or modernization of legacy reporting platforms.
- Experience coordinating with multiple HHS components and navigating federated data environments.
In compliance with this state's pay transparency laws, the midpoint of the salary range for this role is $130,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
