Summary:

The Program Manager (PSSD MSA) is responsible for overseeing the daily operations, staffing, and administrative management of Medical Support Assistant (MSA) services supporting the Patient Support Services Department (PSSD) at the NIH Clinical Center. This position serves as the primary liaison between the Contractor and Government representatives to ensure continuous staffing coverage, contract compliance, high-quality customer service, and effective support of inpatient, outpatient, admissions, and patient support service areas. The Program Manager oversees recruitment, onboarding, scheduling, employee performance, and operational support in a fast-paced healthcare environment focused on patient care and clinical research.


Responsibilities

Essential Job Functions:

  • Manage day-to-day operations of the PSSD MSA contract and ensure compliance with all contract requirements, policies, and service standards.
  • Serve as the primary point of contact for the Government COR, supervisors, and stakeholders regarding staffing, operational issues, employee performance, and contract deliverables.
  • Oversee recruitment, pre-screening, onboarding, scheduling, and retention of qualified Medical Support Assistants.
  • Ensure continuous staffing coverage for all assigned shifts, including evenings, weekends, holidays, overtime, and emergency replacement coverage.
  • Coordinate employee leave requests and ensure trained replacement staff are available and approved prior to coverage assignments.
  • Supervise onsite contract staff and ensure duties are completed accurately, timely, and professionally.
  • Monitor employee performance, provide coaching and evaluations, coordinate refresher training, and implement corrective actions as needed.
  • Ensure personnel maintain high standards of customer service, professionalism, compassion, and patient confidentiality.
  • Oversee administrative support activities including scheduling, admissions, patient registration, reception services, patient travel support, reporting, and clinical support functions.
  • Ensure accurate timekeeping, staffing reports, invoice support documentation, and submission of required contract deliverables.
  • Attend meetings with Government supervisors, CORs, and stakeholders regarding operational updates, staffing needs, and performance management.
  • Ensure compliance with NIH policies, safety requirements, security procedures, HIPAA/privacy standards, and mandatory training requirements.

Qualifications

Necessary Skills and Knowledge:

  • Strong customer service and interpersonal communication skills.
  • Ability to manage staffing operations in a fast-paced healthcare environment.
  • Knowledge of office operations, scheduling systems, and healthcare administrative workflows.
  • Ability to maintain confidentiality and professionalism in patient care settings.
  • Strong organizational skills with attention to detail and accuracy.
  • Ability to prioritize multiple assignments and respond effectively to changing operational needs.

Minimum Qualifications:

  • Minimum of five (5) years of experience managing healthcare administrative operations, medical support services, or healthcare staffing contracts.
  • Minimum of three (3) years of supervisory or program management experience.

Preferred Qualifications:

  • Bachelor's degree in Healthcare Administration, Business Administration, Public Administration, or related field preferred.

Pay and Benefits

The salary range for this position is $125,0000 to $135,000 annually.
