Job Summary

Under the coordination of a supervisor works independently to assess predominantly complex level grant, contract and subcontract transactions where analysis requires an in-depth evaluation of variable factors. May be eligible for delegated signature authority. Serve as a technical specialist in a particular area. Assigned funds are predominantly advanced and complex. Assigned portfolio will consist of complexity level mix of approximately: Basic-5%, Moderate-10%, Advanced-50%, Highly Complex & Foreign-35%

Qualifications

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree in business, accounting, finance, or a related field or equivalent combination of education and experience.
  • Extensive experience with general financial research administration principles and generally accepted accounting principles (GAAP) as they relate to analyzing and preparing financial reports
  • Demonstrated experience using spreadsheet software (including advanced functions) for financial analysis, fiscal management and financial reports and skill to manage a significant volume of complex transactions.
  • Experience with enterprise-level financial systems such as Oracle.
  • Organizational skills to determine workload priorities and set timetables to meet deadlines, goals and objectives in a busy, high-volume work environment that requires coordination of multiple activities and accommodate various business needs with minimum supervision.
  • Demonstrated extensive knowledge of governmental laws and regulations including 2 CFR 200 and OMB Circulars A-21, A-110, A-133; agency specific policies and guidelines such as the NIH Grants Policy Statement and the NSF PAPPG; relevant state and federal policies, procedures and guidelines;
  • Leadership and mentoring skills to develop and mentor less experienced fund management analysts.

Preferred Qualifications

  • Advanced accounting experience or its equivalent in an operational or academic department or sponsored programs administration of contracts and grants and its associated activities.
  • Experience with Cash Management processes (letter of credit draws, posting and quarterly reports).
  • Certifications such as CFRA (Certified Financial Research Administrator) or equivalent such as CPA or CMA.
  • Advanced knowledge of UC policies and procedures and sponsor policies and guidelines as they pertain to the management of grants and contracts and the ability to interpret for both Federal and non-Federal sponsored research.

Department Overview

Contracts and Grants Accounting (CGA) has campus wide responsibility for the administration of all contract and grant funding received by UC Davis which includes income via governmental and private contracts and grants. CGA is responsible for supporting the Davis campus with the initial fund set up, preparing regular financial reports, ongoing analysis and reconciliation, policy interpretation, collections of reimbursable expenditures through billing and cash draw down, and contract and grant closeouts. CGA manages and coordinates A-133 audit of contracts and grants, and cooperates in other campus wide audits performed by Federal and other external auditors and participates in the preparation of responses to audit findings and corrective actions necessary to resolve audit issues. CGA has campus wide responsibility for providing systems, policies, procedures, and training to facilitate the management of approximately 3,400 contracts and grants across campus. CGA also provides education and outreach to the campus and is deemed to be the campus expert in the area of post award management. Under the coordination of a Team Supervisor, this position involves analyzing, monitoring, preparing and reconciling financial information to provide financial and statistical data for the control of contract and grant operations. this position also involves the preparation of financial reports to meet internal and external requirements.

Work Environment
