DESCRIPTION OF WORK

As an Executive Policy Specialist 2, you will manage and coordinate key components of the Rural Health Transformation Plan (RHTP), focusing specifically on grant implementation, data reporting, and evaluation coordination. This role requires a high level of self-direction and the ability to resolve complex problems while balancing multiple priorities and stakeholder interests. You will facilitate activities across internal and external groups to ensure RHTP initiatives align with federal mandates, including Centers for Medicare and Medicaid Services (CMS) reporting requirements and cooperative agreement terms. A central part of your work will involve developing and tracking program metrics, establishing baselines and milestones, and identifying data gaps to support robust monitoring. Additionally, you will serve as a primary liaison with the University of Pittsburgh Medicaid Research Center, the DHS Director of Data and Analytics, and various regional partners. By coordinating with these entities, you will streamline data collection and analysis efforts to ensure all rural health transformation initiatives are data-driven and remain in full compliance with federal standards.
Work Schedule and Additional Information:
- Full-time employment, 37.5 hours per week
- Work hours will range from 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch. The selected candidate may determine a work schedule.
- Home Headquartered: This position is home headquartered. In order to be home headquartered, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. You will be required to travel across the Commonwealth for meetings or program-related activities.
- Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as an Executive Policy Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years of policy analysis and planning experience; and a master's degree in policy analysis and planning, public administration, or a closely related field; or
- Four years of policy analysis and planning experience; and a bachelor's degree in policy analysis and planning, public administration, or a closely related field; or
- Any equivalent combination of experience and training.
Additional Requirement:
- You must be able to perform essential job functions.
