This role is part of Blue Origin Operations, which is comprised of Integrated Supply Chain, Test Operations, Safety, Quality, and Mission Assurance. This includes Manufacturing and Supply Chain support across all Blue Origin facilities.
At Blue Origin, LLC., we are in search of a Fleet Compliance & Asset Management Senior Manager to join our dynamic team. This role will be responsible for the safe, compliant, operationally ready, and strategically optimized fleet of ground support equipment (GSE), vehicles, and associated assets supporting mission-critical aerospace operations. This role leads a multi-disciplinary fleet team, establishes and sustains inspection and certification programs, drives fleet utilization strategy, manages capital and compliance budgets, and ensures all fleet assets meet applicable federal, state, and Range regulatory requirements with minimal operational disruption across Blue Origin's Florida-based operations. A successful candidate will actively contribute to minimizing compliance risk, upholding the highest safety standards, optimizing fleet utilization and total cost of ownership, and fostering strong collaboration with internal departments such as production, launch operations, safety, finance, and legal, as well as external regulatory bodies and contractors. Responsibilities include but are not limited to:
- Provide strategic and operational leadership for fleet compliance, utilization, and asset management programs across ground support equipment, vehicles, and associated assets supporting manufacturing, test, and launch operations.
- Manage a team of compliance analysts, fleet coordinators, and asset management personnel responsible for day-to-day compliance program execution and fleet performance.
- Develop, implement, and continuously improve fleet compliance programs aligned with DOT, OSHA, and applicable Range regulatory requirements.
- Ensure all fleet assets maintain current registrations, certifications, and inspection records at intervals meeting or exceeding regulatory requirements and manufacturer recommendations.
- Oversee operator and driver qualification programs, including licensing, training records, and medical certification requirements where applicable.
- Develop and manage a comprehensive fleet utilization program, including tracking and analysis of asset utilization rates, identifying underutilized or redundant assets, and driving right-sizing recommendations to optimize fleet composition and reduce unnecessary costs.
- Lead a capital planning process for fleet assets, including multi-year CapEx forecasting, asset acquisition planning, and replacement cycle management based on utilization data, lifecycle analysis, total cost of ownership, and mission requirements.
- Own end-to-end lifecycle asset management for all fleet assets, including acquisition, deployment, regulatory maintenance strategy, performance tracking, and disposition/disposal. Ensure asset investment decisions are data-driven and aligned with operational and financial objectives.
- Partner with Finance and Operations leadership to develop and present annual and multi-year fleet capital budgets, including business case development for new asset acquisitions and fleet modernization initiatives.
- Define and track fleet-wide KPIs inclusive of utilization rates, availability, total cost of ownership, return on asset, and lifecycle cost benchmarks in addition to compliance metrics.
- Manage 3rd party vendors and contractors performing compliance-related inspections, certifications, and repairs.
- Lead preparation for and management of internal and external compliance audits; develop and execute corrective action plans in response to findings.
- Oversee and manage escalations for out-of-compliance assets, failed inspections, and regulatory findings with potential mission impact.
- Establish and track fleet compliance KPIs (compliance rate, audit findings closure rate, inspection on-time %, out-of-service asset rate, corrective action cycle time).
- Develop and manage the annual fleet compliance program budget, integrating capital planning and operational expenditures into a unified fleet financial management framework.
- Control spend through prioritization, lifecycle compliance planning, utilization-informed asset rationalization, and vendor negotiations.
- Maintain accurate and audit-ready compliance documentation and asset management recordsacross all fleet asset classes using fleet management systems.
- Serve as the primary point of contact with regulatory agencies, Range authorities, and government representatives on fleet compliance matters.
Minimum Qualifications:
- 8+ years of progressive experience in fleet compliance, fleet operations, asset management, or regulatory compliance management.
- 5+ years leading managers and/or large technical or compliance-focused teams.
- Proven ownership of compliance programs for large, complex fleets (industrial, aerospace, defense, or government environments).
- Strong working knowledge of applicable regulatory frameworks including DOT, FMCSA, OSHA, and/or FAA regulations.
- Experience managing compliance in government, defense, or regulated high-hazard environments.
- Experience developing and executing corrective action plans in response to audit findings or regulatory violations.
- Demonstrated ability to manage compliance documentation systems and maintain audit-ready records.
- Experience in fleet utilization analysis, capital planning, and lifecycle asset management for large or complex fleets.
- Experience developing multi-year capital budgets and presenting asset investment business cases to senior leadership and finance stakeholders.
Preferred Qualifications:
- Bachelor's degree in Transportation, Logistics, Aviation Management, Engineering, Compliance, Finance,or related field.
- Experience supporting Range operations or launch site environments.
- Strong understanding of fleet management systems (e.g., Fleetio, Samsara, Fleet Complete) and/or CMMS/EAM platforms.
- Familiarity with GSE certification and sustainment programs in aerospace or defense contexts.
- Professional certification in compliance, fleet management, or safety (e.g., CAFM, CTP, ASP/CSP).
- Experience with asset management frameworks such as ISO 55000 or equivalent.
- Familiarity with CapEx planning tools and ERP/financial systems (e.g., SAP, Oracle) in a fleet or asset-intensive environment.
- Ability to obtain government or restricted-site badging.
