Recruiter Intake / Contractor Role Description DepartmentInformation Technology Services (ITS) - Contracts TeamWorking TitleTechnology Accessibility Compliance Specialist Reports ToITS Contracts TeamCoordinationWorks closely with ITS Technology Services Managers & Contracts Managers Working Title Technology Accessibility Compliance Specialist Engagement Summary A county in Georgia seeks to initially onboard contractor support for a Technology Accessibility Compliance Specialist function within the ITS Contracts Team. This role will focus on accessibility compliance for software systems, digital services, and technology-related contracts, with the contractor serving as the operational point of coordination for vendor accessibility documentation, testing validation, remediation follow-up, and management reporting. The contractor will report to the ITS Programs/Contracts Manager. AreaDescription Reports ToITS Contracts Team Primary Business PartnersITS Technology Services Managers, Contract Managers, (possibly system owners, procurement stakeholders), and vendors Core Responsibilities *Serve as the main point of contact for accessibility compliance matters for vendors with new or existing technology-related contracts. *Function as the ITS accessibility compliance "gatekeeper" for technology contracts by controlling intake, review, follow-up, and status communication related to accessibility documentation and testing results. *Track vendor VPAT/ ACRs and maintain current status records for new contracts, existing contracts, and renewals. *Ensure VPAT/ACR reports are received at least 90 days before contract renewal (as required per Accessibility Contract Addendum/Amendment). *Perform technical accessibility testing on software systems and digital services to confirm WCAG 2.1 Level AA requirements through both automated and manual testing. *Use tools such as JAWS, NVDA, VoiceOver, WAVE, Axe DevTools, Accessibility Insights, ANDI, Color Contrast Analyzer, browser developer tools, and keyboard-only/manual testing methods. *Verify that vendors provide evidence of compliance, documented workarounds for non-compliant features, and documented remediation plans with target dates. *When non-compliance is identified, require and track receipt of vendor remediation plans with target dates (plans expected within 30 days). *Follow up to ensure actual remediation is completed per the target dates specified in the remediation plan. *Manage ACR compliance status and testing results and provide this information to contract managers while keeping them informed through copied emails and recurring updates. *Document tracking procedures, testing practices, and reporting templates for repeatable use. *Provide basic accessibility overviews to internal teams and prepare management reporting on compliance posture, open issues, and vendor responsiveness. What Good Candidates Look Like *Hands-on experience with digital accessibility testing for websites, applications, software platforms, or SaaS products, pdf files. mobile apps. *Strong understanding of WCAG 2.1 Level AA and practical accessibility test methods, including keyboard-only navigation and screen reader testing. *Experience interpreting VPATs/ACRs and challenging unsupported vendor claims. (validation tool is available for initial analysis of the reports; candidate will log and track all follow up communication as a result of any ACR report discrepancies/lack of details) *Ability to work independently with vendors while keeping County stakeholders fully informed. *Strong documentation discipline, especially for compliance tracking, issue logs, evidence capture, and management reporting. Attention to detail is essential. *Professional communication skills suited to a gatekeeper role that requires firmness, follow-up, and consistency. Required Qualifications *Bachelor's degree in a related field or equivalent relevant experience. *Experience in digital accessibility compliance, accessibility testing, software QA, vendor compliance, IT governance, or contract support. *Experience using accessibility testing tools and assistive technologies. *Ability to serve as the ITS central coordinator and information source for accessibility compliance matters for technology contracts. Preferred Qualifications *Government or public sector experience, especially with technology procurement or contract oversight. *Experience working with software vendors on remediation tracking or compliance follow-up. *Knowledge of Section 508, ADA-related accessibility expectations, and technology governance practices, specifically WCAG 2.1 Level AA. *Prior experience building or formalizing an accessibility compliance intake / tracking process. Suggested Initial Deliverables (First 60-90 Days) *Establish or refine a centralized VPAT/ACR intake and status tracker. *Inventory active and upcoming technology contracts requiring accessibility documentation review. *Review standardized vendor request language for 90-day renewal requests and 30-day remediation responses. Suggest enhancements if needed. *Make recommendations for an initial management report identifying compliant products, partial conformance, known gaps, open remediation items, and upcoming renewals. *Review and evaluate the current repeatable testing and evidence capture workflow. Make suggested improvements if needed.
