Job Title: Compliance Manager, Continuum of Care Status: Full-Time

POSITION OVERVIEW: The Compliance Manager, Continuum of Care (CoC) reports to the Director, Continuum of Care of United Way of Greater Milwaukee & Waukesha County (United Way) and ensures members of the Collaborative Application are meeting requirements and goals established within the Continuum of Care. This position is grant-funded.
ESSENTIAL JOB FUNCTIONS include the following. Other duties may be assigned.

Specific responsibilities include but are not limited to:

Regulatory Compliance and Technical Assistance
  • Direct all compliance efforts aligned with HUD CoC Program requirements, ensuring all funded projects meet legal, regulatory, performance, and documentation standards.
  • Develop and disseminate performance reports for all assigned projects using data collected throughout the program year and HUD guidelines.
  • Perform assessments on how project activities were performed, whether objectives were met, what impact the projects had on, and alignment with HUD System Performance Measures.
  • Communicate to member agencies all Notice of Funding Opportunity (NOFO) information coming from HUD.
  • Develop and deliver NOFO training and ensure that any policy and scoring criteria changes is understood by all applicants. Ensure that all posting and communication metrics established by HUD are properly communicated and met.
  • Develop and secure acceptance of a scoring tool that meets both HUD guidelines and needs of the Milwaukee CoC.
  • Develop and coordinate NOFO responses on both the CoC application and individual program applications, including ensuring that individual programs can attach those applications to the collaborative applicant. Register the CoC for each applicable HUD funding opportunity.
  • Oversee and complete NOFO project ranking, gain approval from the CoC Board, and properly attach project rankings to the Collaborative Application.
  • Successfully execute accurate submissions for the Notice of Funding Opportunity (NOFO), Longitudinal Systems Analysis (LSA), System Performance Measures (SPM), Point-in-Time (PIT) counts, and Housing Inventory Counts (HIC) in coordination with other leads in Milwaukee (Coordinated Entry and Homeless Management Information System - HMIS), the CoC Board of Directors, and funded projects.
  • Lead quality assurance, compliance and performance evaluation monitoring of CoC funded projects, including supporting and assisting HUD funded projects with strenthening processes to prepare for HUD monitoring.
  • Identify professional development opportunities aligned with building capacity, especially in areas needing improvement as identified in quality assurance and performance evaluation monitoring.
  • Develop, create, and seek out innovative ways to meet and exceed CoC and HUD performance goals.
  • Attend CoC Board and Leadership meetings, providing reports on compliance monitoring when requested.
  • Participate in HUD technical assistance training and review HUD communications to ensure compliance for all requirements. Share updates and information with CoC Board and funded projects.
  • Develop and provide technical assistance to all HUD funded projects, accomplish project objectives, and utilize resources in substantial conformance with all prescribed ordinances and policies.
  • Lead technical assistance and training support for interested CoC project applicants to ensure all applicants have the opportunity to submit a strong proposal.
  • Coordinate agencies and individuals for combined meetings related to sharing resources, information and/or identifying and solving common problems.
  • Maintain various databases, record keeping systems, and all applicable project files to ensure program records are up to date.
Data Coordination
  • Partner with the HMIS Lead to ensure data quality and accuracy in reporting.
  • Develop and establish a real-time dashboard, in partnership with HMIS Lead, that can be useful to the CoC Lead Agency, CoC Board, and member agencies of the CoC.
  • Assess and evaluate various progress reports, documents and data on assigned projects to determine progress, solve problems to determine effect on beneficiaries, determine if project or approach is feasible and assess the effectiveness of activities in meeting objectives, etc.
  • Collect, review, evaluate, and submit various progress reports for HUD regulatory requirements, meeting various timelines.
EDUCATION & EXPERIENCE REQUIREMENTS
  • Bachelor's degree in public administration, public policy, human services, social work, public health, or related field required.
  • 4-6 years directly related experience administering or operating federal grant programs, grant compliance, grant monitoring, technical assistance delivery, contract management, and experience with homelessness services required. HUD specific experience preferred.
  • Knowledge of federal homelessness and housing programs, regulations, Homelessness Management Information System (HMIS), and knowledge of federal grant regulations.
  • Experience managing multi-disciplinary teams.
  • Experience with government grant administration and grant processes.
  • Demonstrated ability to work with diverse community stakeholders.

  • Experience in working with common software applications, such as Microsoft Word, Excel or other similar programs.
  • Experience or knowledge of computer-based outcome reporting systems.
