Overview

Con Edison is seeking a highly skilled and experienced Sr. Scientist to support our Waste and Chemicals group with expertise in Polychlorinated Biphenyls (PCBs) and Emerging Contaminants (PFAS, 1,4-dioxane, etc.) related to state and federal regulations. This role provides technical and regulatory leadership across the company, ensuring compliance with federal, state, and local environmental regulations. The Sr. Scientist will oversee the development and implementation of corporate procedures, general instructions, and environmental specifications related to Waste and Chemicals with focus on PCBs and emerging contaminants. The Sr. Scientist will be responsible for regulatory reporting, internal and external liaison, providing expert guidance to company personnel, driving strategic initiatives to reduce liability and regulatory risks by leading cross-functional teams to improve business processes and environmental performance.

This position does not provide employment pursuant to the terms of a STEM OPT Training Plan.

Responsibilities

Core Responsibilities
  • Maintain, review, and improve corporate procedures, specifications, and training materials for PCB and emerging contaminant waste.
  • Identify opportunities to integrate sustainability into waste management practices, develop and implement waste and toxicity reduction strategies across departments.
  • Evaluate regulatory changes and coordinate company compliance and advocacy strategies.
  • Demonstrate expertise in federal and state PCB regulations, including TSCA (40 CFR Part 761), with experience interpreting and applying requirements related to use, remediation, storage, disposal, and record keeping.
  • Strong technical understanding of PCB characterization, sampling, risk evaluation, remediation technologies, and waste management practices, with the ability to assess complex site conditions and develop compliant technical solutions.
  • Communicate with regulatory agencies, respond to inquiries, and participate in inspections.
  • Provide guidance to EHS representatives and operations teams on federal, state, and local environmental regulations.
  • Prepare and submit accurate waste-related reports and authorization renewals to regulatory agencies.
  • Perform quality assurance on waste data systems, conduct trend analysis, and maintain dashboards.
  • Review environmental characteristics of chemical products and supplier bid packages for compliance.
  • Support TSDF liability management program, review audits, and assess environmental risks.
  • Ensure adherence to company EHS programs, confidentiality, and participate in System Emergency Assignments as required.

Qualifications

Required Education/Experience
  • Master's Degree and 4 years of related work experience or
  • Bachelor's Degree and 5 years of related work experience
Preferred Education/Experience
  • Master's Degree in Environmental Science, Biology Environmental Management, Engineering or related fields and 8 years of related work experience
  • Bachelor's Degree in Environmental Science, Biology Environmental Management, Engineering or related fields and 10 years of related work experience
Relevant Work Experience
  • 7 years of technical expertise: Deep understanding of federal and state (NY and NJ) regulations related to PCBs, emerging contaminants, waste management and disposal requirements, preferred.
  • 7 years of proven track record of applying regulatory and industry knowledge to solve complex waste compliance, management and disposal problems, experience with development and management of corporate policies, procedures and guidance documents, preferred.
  • 7 years of regulatory/compliance knowledge: Past experience in navigating complex regulatory framework to effectively manage waste for utilities, manufacturing, pharmaceuticals or similar industry, preferred.
  • 10 years of professional experience working in environmental setting with focus on science, engineering, chemistry, and/or waste management, preferred.

Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must sit or stand to answer a phone for entire shift.
  • Must sit or stand to use a keyboard, mouse, and computer for entire shift.
  • Must travel to various locations.
