Position Overview

Harkcon is seeking a Chief Human Capital Officer (CHCO) to build and lead the human capital strategy of a growing government contracting firm.
This role is both strategic and hands-on - responsible for aligning workforce strategy to contract growth, supporting business development, ensuring regulatory compliance, and building scalable HR systems across a distributed workforce.
You will serve as a key advisor to the CEO and leadership team, helping shape the organization as we grow and compete in a dynamic GovCon environment.
Key Responsibilities
  • Lead and execute human capital strategy aligned with company growth and contract pipeline
  • Partner with Business Development and Capture teams on staffing, proposals, and workforce planning
  • Build scalable HR infrastructure, policies, and systems to support a distributed workforce
  • Ensure compliance with federal labor laws and GovCon regulations (FAR, SCA, OFCCP, etc.)
  • Develop recruiting, retention, and compensation strategies aligned to contract requirements
  • Support organizational scaling, transitions, and workforce changes tied to contract wins and losses
Qualifications
Required:
  • 10+ years of progressive HR leadership experience
  • 5+ years in federal government contracting
  • Strong knowledge of federal labor compliance (SCA, OFCCP, EEO, etc.)
  • Experience supporting proposals and contract-driven workforce planning
  • Experience in small to mid-sized GovCon environments
  • SHRM-SCP, SPHR, or equivalent certification
Preferred:
  • Bachelor's degree in HR, Business, or related field
  • Experience supporting cleared workforce populations
