Overview

Nakupuna Companies is looking for a Program Advisor to support the Department of State's Office to Monitor and Combat Trafficking in Persons (TIP) that leads the U.S. efforts to address modern slavery worldwide by promoting justice for survivors, holding perpetrators accountable, and reducing vulnerability to exploitation. Through diplomacy, policy coordination, foreign assistance, and international partnerships, the office advances a comprehensive strategy to eliminate trafficking. It also publishes the annual Trafficking in Persons Report, which assesses government responses around the world and offers tailored recommendations to drive progress.

The Program Advisor plays a critical role in advancing international programs and initiatives related to human trafficking and criminal justice by providing subject matter expertise, managing foreign assistance activities, and ensuring interagency coordination. The position requires demonstrated ability to liaise within the TIP Office and with other Department bureaus and offices, as well as with external organizations.



Responsibilities

    Provide expert guidance and support related to human trafficking, hidden crimes, criminal justice, rule of law, and international affairs
  • Manage and oversee international grants or foreign assistance programs
  • Coordinate and liaise effectively within the TIP Office, other Department bureaus and offices, and external partners including NGOs, international organizations, and academia
  • Ensure compliance with U.S. government programs and grants processes
  • Prepare and deliver written and oral communications, reports, and briefings
  • Utilize computer and software skills to support program management, reporting, and analysis
  • Support project management activities including tracking, evaluation, and coordination


Qualifications

Skills/Qualifications: The Program Advisor requires a strong understanding of policy and program implementation, compliance requirements, and stakeholder engagement. Responsibilities include developing reports and briefings, utilizing digital tools for program support, and maintaining effective oversight and communication across diverse partners and offices. Demonstrated work experience in human trafficking and other hidden crimes, criminal justice, rule of law, international affairs, or international grants management is required, along with prior knowledge of U.S. government programs and grants processes. The position requires proven ability to liaise with internal offices (TIP and other bureaus) and external organizations, excellent organizational, interpersonal, and analytical skills, and strong oral and written communication abilities. Proficiency in computer use, particularly Microsoft Office Suite, is required. Prior experience managing foreign assistance, grants, contracts, or project management is required. Experience working with NGOs, international organizations, or academia is preferred, and anti-trafficking expertise from an academic or professional background is desired.

Education and Experience:

  • MA or MS in a relevant field.
  • 3+ years of experience related to performance management and/or monitoring and evaluation, experience in anti-human trafficking, criminal justice, rule of law, or international affairs desired. Experience and education in the field of data analysis.

Clearance Requirement: Secret clearance required. Must be a U.S. citizen.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $100,000.00 to $130,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
