Position summary:

The Substation Maintenance Manager oversees daily electric utility substation and relay operations within our South Dakota and Wyoming utilities, driving business objectives through strategic planning, resource management, and policy implementation, while promoting safety, quality, and operational efficiency through innovative leadership.

Pay Range: $116,500 - $192,400 (This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.)

Reporting Relationship: Director, Asset Management Services

Location: Rapid City, SD or Council Bluffs, IA

Essential Functions:
* Actively promote safety within the department and throughout the organization.
* Support the 24x7 operations of the electric utilities by providing leadership for Substation and Relay Operations personnel during working hours as well as outages and emergencies.
* Manage substation facility/equipment maintenance work including but not limited to: substation and line equipment inspections, substation infrared analysis, relay maintenance and testing, and Rapid City DC Tie.
* Develop standardized processes and tools to support training and execution of team objectives.
* Create, document, and maintain drawings, files, and maintenance records for substation facilities in support of day to day activities.
* Prepare and manage approved budgets.
* Enable capital project deployment by managing Substation and Relay Operations resources.
* Ensure compliance with federal and state Environmental Protection Agency and Occupational Safety and Health Administration regulations.
* Support the North American Electric Reliability Corporation (NERC) reliability compliance standards requirements.

Additional Responsibilities:
* Oversee long term electrical maintenance planning and evaluation.
* Coordinate with other maintenance department(s) with respect to any operational and maintenance issues.
* Provide technical support for training and development systems.

What Is Required:
* Bachelor's Degree or the equivalent combination of education and experience in the electric utility or related industry.
* 5 or more years of relevant experience in transmission or distribution operations, maintenance and construction or related field.
* Must be flexible and available in responding to after-hour emergencies under short notice.
* Excellent verbal and written communication skills.
* Strong interpersonal skills with the ability to work effectively in a team environment.
* Strong computer skills, including proficiency in Microsoft Office Suite - Excel, Word, Power Point and Outlook.
* Ability to learn and maintain proficiency with new systems and software as technology evolves.
* Ability to coordinate and direct the work of technicians, maintenance personnel and consulting engineers assigned to the projects.
* This position requires driving responsibilities. You must hold and maintain a valid driver's license and a driving record that meets company and insurer standards.
* This role will be required to travel up to 25% of the time.

What Is Desired:
* Prior supervisory or project leadership experience and knowledge of labor agreements.
* Working knowledge of utility electrical system design philosophy and equipment operation including National Electrical Code and National Electrical Safety Code.
* Strong knowledge of insulation testing methods, insulating oil testing and analysis, and dissolved gas analysis.
* Strong knowledge of substation and line equipment operations and electrical equipment testing.
* Proficiency in reading complex electrical-control drawings and schematics.
