Overview The Project Specialist works directly with the various Con Edison and/or Orange & Rockland operating organizations (Electric, Gas, Steam, Substations, or S&TO) and various other support groups to enhance their emergency management processes through preparedness, planning and coordination of company resources during emergencies and subsequent response and recovery efforts. The Project Specialists primary function is to develop and conduct exercises, perform evaluations for both exercises and operational related emergencies, as well as coordinate external agency support to help ensure the companies emergency preparedness efforts. Emergency Preparedness Specialists are expected to work as, or support, on-call staff during company emergencies and fulfill an emergency role, as required by his/her designated System Emergency Assignment. Responsibilities
Core Responsibilities
- Partner with Con Edison and/or Orange & Rockland operating organizations and support groups to enhance emergency preparedness, response, and recovery efforts.
- Lead, design, develop, and implement the Emergency Preparedness exercise program, including exercises, after-action meetings, and reports.
- Evaluate emergency exercises and real-world events, identifying gaps and opportunities for continuous improvement.
- Coordinate with internal stakeholders and external agencies to support integrated emergency preparedness initiatives and regulatory requests.
- Serve in assigned emergency roles, including System Emergency Assignment, storm roles, and as Emergency Preparedness Liaison Officer during Serious or higher ICS mobilizations.
- Perform rotational on-call duties as Duty Liaison, including 24/7 hotline coverage and coordination of internal and external communications.
- Promote and support the use of emergency management principles, ICS, and compliance with Corporate Instruction (CI) 260-4.
- Support Corporate Emergency Response Center (CERC) and external Emergency Operations Center activations and exercises.
- Develop, update, and maintain emergency preparedness plans, procedures, training materials, and tracking systems (including Archer).
- Lead special projects and programs to enhance organizational readiness, including the Integrated Preparedness Plan Program and annual workshops.
- Deliver emergency preparedness, ICS, and exercise-related training to internal and external stakeholders and represent Con Edison in external working groups and exercises.
- Foster a customer-centric, inclusive, and team-oriented culture while managing multiple priorities, meeting deadlines, and maintaining strong written and interpersonal communication skills.
Qualifications
Required Education/Experience
- Master's Degree and 2 years of related work experience or
- Bachelor's Degree and 3 years of related work experience or
- Associate's Degree and 5 years of related work experience or
- High School Diploma/GED and 7 years of related work experience.
Preferred Education/Experience
- Bachelor's Degree and 5 years of relevant experience Emergency Management, ICS Response, communications, business, management, operations, public administration related experience preferred
Relevant Work Experience
- Demonstrated understanding and experience with the Incident Command System (ICS) and Emergency Management/Emergency Preparedness principles, required.
- Must have excellent oral and written communication skills to effectively interact with all levels of the organization, required.
- Computer literacy with proficiency in Windows environments and Microsoft Office ( Word, Excel, Access and PowerPoint), required.
- Must be well organized, detail oriented and flexible to handle multiple assignments and deadlines, required.
- Must be able to work effectively with all company departments, various levels of management and third party vendors, required.
- Must be able to organize and plan workloads for projects and employees, required.
- Must have strong analytical, technical and interpersonal skills, required.
- Must have experience in technical writing and experience in developing systems specifications, required.
- Experience with training systems (eTrain/LMS/TLC reporting), corrective action tracking, multidisciplinary teams, and basic knowledge of energy utility systems and operations, preferred.

Additional Physical Demands
- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
- Must be able and willing to work at field locations in all weather conditions
- Must walk, stand, lift, climb, bend, kneel, stoop, and/or reach.
- Must be able and willing to travel within Company service territory, as needed.
- Ability and willingness to respond during off-hours, work overtime (including weekends and holidays) as needs dictate.
