Summary

Responsible for supervising the group of employees that maintains the integrity of the Water Distribution System and provides 24-hour/7-day per week/365 day per year call center and dispatch operations for water.

Salary Range: $29.26 - $33.10 (Depending on qualifications and experience)

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Provides supervisory oversight of the operation of distributing water service to City of Garland customers, including the 24/7 operation of SCADA system, dispatch, and after hours contact center.

  • Review call center calls for quality assurance and training opportunities for staff.

  • Accurately collect, maintain and distribute records and regulatory reports. Serves as the point position to support evening and late-night operation in making decisions that assist the operational performance and management of the SCADA system.

  • Offer productivity improvement suggestions to improve efficiency and effectiveness of water and wastewater pumping systems to the SCADA Analyst and Pump Maintenance Supervisor based on observations and communication with system operators.

  • Lead subordinate employees in the completion of projects, communicate with customers and resolve conflicts.

  • Direct work force in procedures that comply with State and Federal regulations.

  • Communicate with the operations staff at water supplier control room.

  • Other duties include personnel selection, scheduling for 24/7 operations, performance evaluation, discipline and training.

  • Scheduling duties may include filling in during high call volume periods or staff shortages.

  • Work with specialized software applications.

Minimum Qualifications

  • High School Diploma or General Equivalency Diploma (GED)

  • Class C Water Distribution Operator License

  • Class II Wastewater Collection License

  • 7 years of experience

  • 1-3 years of demonstrated progressive responsibility

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

  • High School Diploma plus 1-year advanced study

  • 7-10 years' experience in Water/Wastewater industry

  • Class B Water Distribution Operator License

  • Class III Wastewater Collection License

Knowledge, Skills & Abilities:

  • Comprehensive knowledge of water system operations, procedures, and SCADA systems

  • Comprehensive knowledge of general dispatch operations

  • Comprehensive knowledge of municipal government

  • Skill in providing supervisory oversight

  • Skill to develop and implement work schedules for 24/7 operations

  • Skill to assess and make recommendations to management based on personnel and policy development

  • Proficient in computer operations

  • Proficient in operating various functions of a water distribution system Proficient in de-escalating stressful situations involving irate customers

  • Ability to work a flexible schedule

  • Class II Wastewater Collection License

  • Valid Class C Texas driver's license

Licenses and Certifications

  • Class C Water Distribution Operator License

  • Class II Wastewater Collection License

  • Valid Class C Texas driver's license

Physical Requirements / Work Environment

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards.
