Position Summary:

The Regional Director, Clinical Operations is responsible for the overall management and operations of the ambulatory facilities, to include strategic planning, financial performance and standards of performance to maintain a high quality of service and achieve organizational goals and objectives.

ESSENTIAL FUNCTIONS:

1. Direct and oversee the clinical operations and management of the medical facilities ensuring efficient operations and a high level of productivity. Ensure the quality of service provided is in compliance with regulatory requirements (Federal and State regulations, HIPAA, OSHA, and California Health Department) and company standards.

2. Responsible for the implementation of medical group and health system initiatives to include, but not limited to initiatives focused on operational and financial improvements, patient experience and safety.

3. Independently develops and executes assigned projects that are aligned with strategic goals and objectives.

4. Actively support the organization's mission, vision, values and strategic initiatives. Develops and implements a system to ensure established polices, goals and objectives are achieved.

5. Monitor clinical and operational performance and identify strategies to reduce cost and improve quality of care and service. Collaborate with physicians and management in developing appropriate levels of patient services for the efficient day-to-day operations of the medical facilities.

6. Performs human resources responsibilities for direct management and staff which include interviewing and selection of new employees, promotions, staff development, performance evaluations, compensation changes, effective resolution of employee concerns, coaching and corrective action, termination and overall employee engagement and morale.

7. Establishes and maintains effective communications and working relationships with physicians, physician and administrative leadership and all support departments and staff throughout the healthcare system.

8. Develops and recommends operating and capital budgets and controls expenditures within approved budget objectives. Directs Facility Managers in developing and maintaining departmental budgets and clinical resource allocations. Monitor clinical business reports for performance indicators to meet organizational goals. Collaborate with Finance/A/P personnel to ensure the efficient submission of service invoice/statements and expense reports. Facilitate payroll application requirements.

9. In collaboration with the Director of Billing, direct, coordinate and oversee effective front office operations/Revenue Cycle Management (RSM) to include patient registration, eligibility and insurance requirements. Collaborate with Billing (A/R) Director and Coding Manager to review trends and practices of service charges submitted from offices. Hold Facility Managers accountable to established RCM policies and procedures. Provide training programs for clinical staff as necessary.

10. Ensure effective communication within department and between departments through regular meetings and published information. Facilitate core team meetings for management team and other teams as indicated. Regularly attend medical office meetings in order to stay abreast of work efforts at the medical facilities and provide leadership oversight.

11. Direct and oversee the medical records department ensuring efficient operations and a high level of productivity. Ensure department provides a high level of service and is in compliance with applicable state and federal regulatory requirements.

12. Collaborate with Medical Management Director to identify quality of care issues, promote the transition of care and implement specialty care processes as indicated. Provide training programs for clinical staff accordingly.

13. Responsible for maintaining appropriate levels of inventory in the clinical offices and minimizing waste. Collaborate with Purchasing Manager in review of biomedical equipment and clinical supplies, review potential new product lines, and coordinate supplies for facility events/programs.

14. Direct clinical management to monitor, resolve, and improve patient satisfaction. In collaboration with risk management and patient relations, act as patient advocate in resolving patient care issues.

15. Direct the development, upkeep, and implementation of policies and procedures which support the goals and business objectives of the organization and clinical departments. Collaborate with staff and other departments to improve existing procedures and develop new efficiencies. Provide training programs for clinical staff and management accordingly.

16. Direct clinical managers to conduct quarterly site surveys, consistent with health plan facility criteria, and regulatory agency requirements.

17. Participate as an active team member of the Practice Transformation initiative . Recommend, implement, and evaluate processes to improve systems and patient care results across the continuum of care. Identify and coordinate lean events as indicated throughout the clinical offices. Develop and mentor management team in lean concepts and methodology.

18. Maintains current knowledge of applicable local, state and federal codes and regulations and ensures compliance with these codes and regulations.

*Placement in the pay range is based on multiple factors including, but not limited to, relevant years of experience and qualifications.
