What You'll do: Position Overview We are seeking an experienced Senior Program Manager to lead and oversee large-scale Intelligence Community (IC) programs supporting mission-critical federal initiatives at the IDIQ level. This role serves as the senior delivery and contract leader responsible for execution across multiple task orders, complex workstreams, and geographically dispersed teams. The Senior Program Manager will have full lifecycle accountability for program delivery, contract performance, government engagement, and operational excellence. This individual will operate in high-visibility, high-security environments and must demonstrate strong executive presence, disciplined delivery management, and the ability to build government confidence through consistent, high-quality execution. This position requires regular onsite support within a SCIF environment in the Washington, DC metro area. Key Responsibilities IDIQ & Contract Leadership
Serve as the primary Program Manager and contract lead across one or more task orders under an Intelligence Community IDIQ. Organize, direct, and manage contract operation support functions involving multiple, complex, and interrelated project tasks. Ensure compliance with all contract terms, IC security requirements, and agency-specific policies. Maintain responsibility for program schedules, budgets, staffing, reporting, and deliverables. Ensure alignment between contractual obligations and delivery execution. Support proposal development, task order responses, and follow-on growth opportunities.
Program & Delivery Execution
Lead end-to-end execution of large-scale IT and software implementation programs, including enterprise application and Human Capital Management (HCM) systems where applicable. Oversee multiple concurrent teams and workstreams across functional and technical domains. Establish disciplined program cadence, performance metrics, and transparent reporting structures. Drive accountability across internal teams, subcontractors, and vendor partners. Anticipate and mitigate risks related to scope, integration, dependencies, staffing, and timelines. Ensure transition from advisory or sustainment efforts into measurable delivery and operational outcomes. Coordinate onboarding and offboarding of personnel across task orders.
Government & Stakeholder Engagement
Serve as the senior interface with government stakeholders and contracting officers. Lead structured discussions on priorities, delivery tradeoffs, risks, and dependencies. Provide informed recommendations that balance mission needs with delivery realities. Maintain strong customer intimacy through consistent, high-quality execution. Build trust and credibility to support long-term program stability and growth.
Team Leadership & Oversight
Manage and mentor a multi-disciplinary team of contract support personnel across multiple locations. Cultivate development teams to define, estimate, and document solution designs and enhancement strategies. Establish clear goals and performance expectations; continuously monitor progress and provide guidance. Oversee subcontractor and vendor performance. Ensure effective coordination of reporting, deliverables, staffing, and financial management activities. Partner with architects and leadership to identify opportunities for improvement and innovation.
Compliance, Risk & Performance Management
Ensure strict adherence to Intelligence Community security protocols and confidentiality requirements. Identify program risks early and implement effective mitigation strategies. Monitor performance metrics and contractual KPIs to ensure schedule and cost conformance. Surface issues proactively and drive resolution with clarity and urgency.
Work Environment & Location
Primary work location: Onsite within a SCIF in the Washington, DC metro area In-person presence required approximately 3-4 days per week (or as mission dictates) Limited remote flexibility when mission needs allow Occasional travel for mission support or conferences may be required
Required Qualifications
U.S. Citizenship required Active TS/SCI clearance required Bachelor's degree in information systems, engineering, business, or related discipline (or equivalent experience) 15+ years supporting Intelligence Community programs 10+ years of Program Management or Executive Leadership experience 5+ years supporting Information Technology (IT) programs Demonstrated experience managing large-scale, complex, multi-team programs with full delivery accountability Experience operating within federal contracting and compliance environments Strong understanding of IC security protocols and operational requirements Must be local to the Washington, DC metro area and willing to be onsite 3-4 days/week
Preferred Qualifications
Experience leading enterprise-scale software development or implementation programs Experience supporting Human Capital Management (HCM) systems or similar enterprise applications Workday implementation oversight experience PMP or equivalent program management certification Experience managing multi-task-order IDIQ programs Experience working with subcontractor teams and vendor ecosystems

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to skill sets, experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is: $181,189.00 - $303,197.00
