Job Description

JOB SUMMARY

The Senior Payroll Benefits Analyst is responsible for ensuring the quality administration of payroll deductions, including payroll taxes, health and welfare benefit deductions, and retirement administration in accordance with plan documents, applicable Collective Bargaining Agreements, and in accordance with federal, state and local requirements. This role serves as a subject matter expert for payroll tax compliance, supports audits, and investigations, interprets regulatory changes and partners close with HR, Legal, Finance, Labor Relations and Payroll Operations to mitigate compliance risk while supporting accurate and timely payroll processing.

ESSENTIAL FUNCTIONS

Payroll Compliance

* Ensure payroll practices related to benefits, retirement contributions, deductions, and taxes comply with applicable federal, state, and local laws and regulations.

* Monitor regulatory changes impacting payroll deductions.

* Provide compliance guidance to Payroll Operations and Benefits teams on payroll related regulatory matters.

* Ensure timely and accurate processing of payroll taxes, benefit premiums and retirement contributions.

* Monitor and balance weekly payrolls ensuring accuracy of tax calculation and withholding including remote work taxation.

* Ensure accurate tax reporting and resolution of historical payroll tax issues.

* Responsible for researching and understanding complex and continually changing employment tax laws.

Benefits & Retirement Administration

* Ensure accurate payroll deductions for employees benefits including but not limited to: Medical, dental, vision, Flexible Spending Accounts, Health Savings Accounts, Life, disability insurance and workers compensation.

* Ensure compliance for retirement plans, including: 401(k), 403(b) and 457(b), employee and employer contributions and annual limits.

* Ensure compliance with: ERISA, IRS regulations and ACA reporting requirements.

* Partner with Benefits and vendors to ensure timely remittance of benefit premiums and retirement contributions.

Audit, Risk Management & Controls

* Conduct payroll, benefits and retirement compliance audits and testing.

* Support internal, external and regulatory audits.

* Develop and maintain compliance documentation, controls and standard operating procedures.

* Identify system issues and recommend corrective actions.

Systems, Data and Reporting

* Partner with Payroll Operations and HRIS to ensure payroll and benefits systems are configured accurately and compliantly.

* Validate system logic related to deductions, contributions, caps, and retroactive adjustments.

* Develop compliance reports and dashboards for leadership.

Training & Education

* Provide training to payroll, HR, and managers on benefits and retirement policies and procedures.

* Provide guidance on new pay practices, benefit plan changes, and retirement plan updates.

* Serve as the Subject Matter Expert (SME) for the Payroll department.

Qualifications

MINIMUM QUALIFICATIONS

Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.

Education: Bachelor's Degree in Accounting, Finance, Human Resources, Business Administration or related field.

Experience: Seven (7) years of progressive payroll experience with at least five (5) years focused on payroll compliance, benefits deductions and retirement plan administration.

KNOWLEDGE

*In-dept knowledge of payroll compliance related to benefits, retirement, and taxation.

*Ability to interpret complex regulations and translate them into operational guidance.

*Effective communication skills with the ability to influence and advise stakeholders.

*Ability to manage multiple priorities in a fast-paced healthcare environment.

Pay Range

Compensation is based on the level and requirements of the role.

Salary within our ranges may also be determined by your education, experience, knowledge, skills, location, and abilities, as required by the role, as well as internal equity and alignment with market data.

Typically, new team members join at the minimum to mid salary range.

Minimum to Midpoint Range (Hourly): $53.98 to $71.57
