Engineer (Professional Engineer – P.E.) Posting Number: 4008P The City of Columbia Utilities Department is seeking a licensed Professional Engineer to support sewer and stormwater infrastructure projects. This position provides engineering design, project management, and technical expertise to ensure proper system function, adequate capacity, regulatory compliance, and long-term reliability of the City’s wastewater infrastructure. This position reports to the Columbia Wastewater Treatment Plant and may include both sewer and stormwater engineering design work. The primary purpose of this position is to provide professional engineering design, maintenance, and technical support. The Engineer manages capital improvement projects from identification and prioritization through design, construction, and final acceptance while ensuring compliance with City ordinances and all local, state, and federal regulations. Essential duties include preparing, modifying, reviewing, and submitting engineering designs, construction plans, reports, estimates, and technical specifications. The position collects, analyzes, and validates engineering data; prepares cost estimates; conducts technical reviews of proposals and calculations; and ensures plans and reports meet regulatory standards. The Engineer participates in public meetings, concept reviews, and customer communications, and ensures projects follow the public process. Regular attendance is an essential function of this position, along with performing other related duties as assigned. This position does not have supervisory authority but does provide guidance and technical support to others. Minimum qualifications include a Bachelor’s Degree in Engineering or a related field appropriate to the position and three to five years of experience in engineering, construction, or a related field. A Professional Engineer (P.E.) license is required. Candidates must also possess a valid driver’s license. If a candidate does not currently hold a Professional Engineer license, consideration may be given to hiring the individual as an Engineering Specialist with a salary range of $31.33 to $38.55 per hour. Successful candidates will have knowledge of civil engineering principles and practices including sanitary sewer systems, hydraulics, structures, geotechnical considerations, surveying, and construction methods. The position requires familiarity with engineering design software, drafting tools, maps, plats, and regulatory requirements including planning and zoning standards. Strong skills in data analysis, cost estimation, technical writing, blueprint interpretation, and public communication are essential. Candidates must be able to compile and communicate complex data clearly and concisely and maintain professional composure during sensitive or controversial discussions. Work is primarily performed in an office environment with occasional outdoor site visits, field inspections, and exposure to environmental conditions such as heat, cold, noise, and construction activity. The position is largely sedentary but may require occasional lifting of up to 10 pounds and periodic standing or walking during site visits. Schedule is generally Monday through Friday, 8: 00 a.m. to 5: 00 p.m., with attendance at meetings outside regular business hours as required.
