DESCRIPTION

The Office of Innovation & Commercialization (OIC) is establishing a campus-wide innovation platform to build a systemic and sustainable innovation culture, drive social and economic prosperity through the creation of a vibrant regional ecosystem, and accelerate the commercialization of UC San Diego inventions. OIC directly supports the UC San Diego strategic plan in its vision to be a student-centered, research focused, service-oriented public university. OIC strategy supports sustainable forms of economic development through collaboration with existing industry, and the creation of new high-potential startup companies. It will establish an integrated innovation platform that builds a dynamic entrepreneurial culture on campus and supports a vibrant regional ecosystem of people with diverse ideas working to develop new products, create jobs, and enrich the society we live in. Its programs will increase the rate and number of university innovations that make it to the market/society and develop students who are capable of solving problems and leading and innovating in a diverse and interconnected world. OIC is responsible for a series of initiatives to drive innovation across all areas of campus and to speed university discoveries and technologies to the nation's marketplaces. OIC includes the Intellectual Property, Commercialization Agreements, Industry Partnering, Innovation Design, and Operations units that support this enterprise.

Perform a variety of professional and administrative duties in support of the day-to-day operations of the Intellectual Property Manager, and licensing professionals. Research intellectual property reporting obligations in sponsored agreements which requires an understanding of university policies. Interact with sponsor representatives and licensing officers to obtain information used to assess particular obligations and type of compliance action. Provide recommendations for fulfillment of obligations for intellectual property rights to the sponsor based on significant knowledge of the organization's professional objectives and activities.

Duties require confidentiality, discretion, tact, diplomacy, and sound judgment. Working with time critical and sometimes high intensity deadlines, the Sponsor Compliance Specialist is responsible for accurate maintenance of highly confidential and proprietary information within the UCOP's Patent Tracking System (PTS), local databases, and other external databases maintained by sponsors. Responsible for the following: fulfilling federal sponsor obligations related to patent activity, supporting fulfillment of reporting obligations to sponsors, and participating in short- and long-range planning and development of office practices. Utilizing search query tools and PTS, create a variety of summary and detailed reports related to sponsor compliance issues in intellectual property (IP) management. Serve as a contact for PIs regarding sponsor requirements and correspond with faculty, researchers, and department representatives to solicit input, seek clarification, provide updates, and resolve problems related to sponsorship cited in IP disclosure activity as necessary. Satisfy IP reporting requirements of diverse groups of private and governmental sponsors and granting agencies that provide research funding for disclosed inventions and copyrights. Provide prepared information to various constituencies regarding UC San Diego's IP policies. Maintain a high degree of professionalism in a rapidly changing, time-pressured environment. Provide backup support to other department groups (such as patent, licensing, disclosure, and accounting groups) as needed.

  • This position involves access to technology that is subject to U.S. export controls. Any job offer made will be contingent upon the applicant's capacity to serve in compliance with U.S. export controls.
QUALIFICATIONS
  • Demonstrated knowledge of US patent law and the patent prosecution process.

  • Demonstrated knowledge and understanding of requirements of federal/state fundings, intellectual property law and policy, with the ability to apply the knowledge and understanding in both routine and novel situations.

  • Demonstrated knowledge of the issues, policies, practices related to Technology Transfer and sponsorship compliance administration with the ability to directly apply that knowledge in management of inventions.

  • Experience creating standard and ad hoc reports.

  • Working knowledge of common organization-specific and other computer application programs. Competency in use of typical business software: word processing, spreadsheets, database, and presentation applications.

  • Ability to use sound judgment in responding to issues and concerns. Demonstrated ability to analyze and interpret relevant legal documents (e,g, patent application, confirmatory license, sponsorship agreement and reporting obligations, and legal invoices) as well as policies and laws; with the willingness, ability and initiative to solve problems and discrepancies as needed.

  • Solid communication and interpersonal skills to communicate effectively with all levels of staff verbally and in writing. Excellent interpersonal skills. Ability to interact with a variety of personalities, from diverse cultures and different countries, at UC San Diego and with technology transfer professionals at other universities, non-profit institutions, government agencies, and in industry, exercising tact, mature judgment, diplomacy, and flexibility. Ability to gain confidence of customers, counterparts, and colleagues. *Demonstrated ability to provide courteous service. Ability to communicate both orally and in writing, in a concise, effective, and persuasive manner.

  • Solid organizational skills and ability to multi-task with demanding timeframes. Proven knowledge and understanding of scientific concepts as demonstrated by formal training or work experience. Ability to maintain strict confidentiality of proprietary technologies and discoveries, sensitive legal documents, and other information.

  • Demonstrated ability to work independently and effectively with minimal supervision, to learn quickly, exercise good judgment, demonstrate flexibility and maintain composure while working under pressure of frequent interruptions and changing priorities with strict deadlines.

  • Excellent reading and comprehension skills to understand and interpret complex material and documents

  • Excellent workload management skills. Ability to accurately review, pay close attention to details, and process materials dealing within a broad spectrum of issues. *Demonstrated ability to follow through to completion on multiple tasks, and meet set deadlines. Proven ability to organize workload and determine priorities.

  • Ability and willingness to work successfully as a member of a team, providing support in a positive, professional and helpful manner.

  • Ability to use discretion and maintain confidentiality. Proven ability to maintain absolute reliability in handling confidential matters by exercising good judgment, discretion and sensitivity.

Pay Transparency Act

Annual Full Pay Range: $68,382 - $105,695 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $32.75 - $50.62

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
