THE POSITION

This position allows you to develop and deliver key topics to strengthen individual and organizational performance. DESCRIPTION OF WORK

In this position, you will serve as an essential part of a team focused on growing essential skills and competencies across the commonwealth. You will be undertaking the research, design, development, and delivery of developmental skills to support the progressively challenging initiatives for the Health and Human Services agency populations in collaboration with the Bureau of Talent Planning and Development (BTPD), agency key stakeholders, subject matter experts, and agency HR Managers. All curricula developed will target various essential skills for all agency learners at varying stages of their development from those at the beginning of their journey to those that are highly seasoned. You will have the opportunity to work collaboratively within the team and across the division to design, develop, and facilitate targeted learning opportunities that are built upon strong foundations of adult learning principles and instructional design principles. All products and services are conceived and designed with inclusivity and equity to ensure broad representation in all positions. Team members also conduct ongoing research to both identify the learning needs of the agency employees and the most effective ways to address those needs. Additionally, you will provide both in-person and live virtual sessions as well as extensive wraparound learning opportunities that nurture a continuous learning environment.

Work Schedule and Additional Information:

  • Full-time employment
  • Travel to field locations is required. Parking included.
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Alternate work schedule (AWS) may be available after successfully completion of a probationary period
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of analytical experience that includes two years of professional human resource experience, and a bachelor's degree; or
  • An equivalent combination of experience and training.

Other Requirements:

  • This particular position also requires one or more years of full-time professional experience facilitating instructor-led employee trainings.
  • This particular position also requires one or more years of full-time professional experience in instructional design and development from conception to completion.

  • You must be able to perform essential job functions.
