About the Resources Business Group

Our Resources Business Group delivers critical infrastructure, innovation and sustainability across three core sectors:

Power - Advancing grid modernization, resiliency, and responsible energy development for communities and industries worldwide.

Waste - Designing sustainable, efficient solid waste and environmental solutions that improve environmental quality and public health.

Industrial - Supporting clients with process optimization, facility modernization, environmental stewardship and full lifecycle project expertise.

Position Summary

The Pursuit/Proposal Manager supports and leads proposal development and pursuit efforts across our global Resources Business Group, with a primary focus on creating compelling, compliant, highquality proposals. This role also contributes to the development of marketing collateral to support pursuit and campaign efforts.

This position reports to the RBG Major Campaigns & Pursuit Strategist. As the first dedicated pursuit/proposal manager hire within the group, this position presents a unique opportunity to lead in the early stages of the newly established RBG Major Campaigns and Pursuits Program. This role supports the most strategic top-line growth opportunities and campaigns for the RBG, offering a perfect blend of creative strategy, marketing leadership, and execution. .

The ideal candidate is a self-driven, collaborative, strategic thinker with strong storytelling instincts, excellent proposal management skills, and a solid understanding of the nuances within the Power, Waste, and Industrial markets. Strong visual communication and layout/design sensibility is highly preferred.

Key Responsibilities

Proposal Development & Management

* Prepare persuasive, compliant proposal and interview materials.

* Develop and manage proposal schedules, track deadlines, deliverables, and compliance requirements.

* Engage appropriate marketing services resources within pursuit teams.

* Lead quality reviews of proposal and interview materials.

* Deconstruct and file proposal and presentation materials after submittal.

Pursuit & Capture Support

* Support pursuit teams in developing and implementing effective win strategies (capture planning) for a wide range of opportunities globally.

* Help teams analyze client needs, competitive positioning, and differentiators across all Resources sectors.

Collaboration & Team Enablement

* Partner with technical and project teams to gather, refine, and shape content.

* Train and mentor employees on business development and marketing best practices.

* Articulate HDR's capabilities, differentiators, and competitive advantages in the Resources market.

Marketing Collateral & Campaign Support

* Support the development of pitch decks, qualifications packages, and content for opportunity advancement.

* Apply visual communication principles to enhance message delivery.

Continuous Improvement

* Facilitate pursuit debriefs to identify improvement opportunities and strengthen competitiveness.

Preferred Qualifications

* Bachelor's degree in a related field

* Strong understanding of Resources markets (Power, Waste, Industrial)

* Advanced visual storytelling and layout/design sensibility

* Experience developing pitch materials and opportunity-advancing content

* Ability and desire to travel (~15%)

* Ability to work effectively across distributed teams

* Experience facilitating teams through messaging, strategy alignment, and content development

Required Qualifications
  • A minimum of 5 years relevant industry experience
  • Demonstrated "self-starter" with a history of completing projects with limited oversight
  • Experience in sales and developing effective win strategies
  • Excellent written and verbal communication skills
  • Proficient in Microsoft Office applications, including Outlook, Word, Excel and PowerPoint
  • Proficient in Adobe Creative Cloud applications, including InDesign

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions.
