Job Summary
Reporting to the Finance & Grants Manager, the Financial Analyst 3 independently performs complex financial, budgetary, and analytical functions to support the Department of Anesthesiology & Pain Medicine. As part of a department with an annual operating budget exceeding $111 million and a diverse portfolio of fund sources-including general funds, clinical revenues, extramural grants, and intramural funds-the incumbent provides high-level analytical support to ensure the accuracy, integrity, and efficiency of the department's financial operations.
Working under the general guidance of the Finance & Grants Manager, the analyst supports the development, implementation, and monitoring of budgets across clinical, research, and administrative programs. This includes performing detailed variance analyses, revenue forecasting, and expenditure tracking to inform strategic decision-making and operational planning. The incumbent consolidates data from multiple financial and clinical systems (e.g., Aggie Enterprise, Epic, Tableau, Decision Support, etc.) and translates complex financial information into clear and actionable reports for leadership, faculty, and staff.
In collaboration with the Finance & Grants Manager, CAO, and divisional leadership, the incumbent develops recommendations to enhance reimbursement accuracy, reduce denials, and optimize financial performance across all service lines. The Financial Analyst 3 also assists in the preparation of the department's annual operating budget, long-range financial plans, and periodic faculty or division-level reports that summarize revenues, expenditures, and productivity benchmarks. The incumbent provides data-driven insights that contribute to funding model evaluations, resource allocation decisions, and compliance with institutional and sponsor requirements.
This position requires strong analytical and problem-solving skills, financial acumen within an academic healthcare environment, and the ability to synthesize and communicate complex financial data to diverse stakeholders. - American Health Information Management Associate (AHIMA) Certified Coding Specialist - Physician-based (CCS-P) and/or American Academy of Professional Coders (AAPC) Certified Professional Coder (CPC).
- Bachelor's degree in Accounting, Finance or Business Administration or other related field and/or equivalent combination of education and experience.
- 3 years of related experience.
- A minimum of 2 years of relevant experience in an academic medical institution.
- High standards of behavior, performance, quality, credibility, and integrity.
- Experience performing high-level analytical work, analyzing complex information, performing independent research, presenting complex data in a way that facilitates decision-making and making strategic recommendations.
- Healthcare Financial Systems: Working knowledge of financial workflows, accounting structures, and data integration within a large, complex healthcare or academic environment. Familiarity with systems such as Aggie Enterprise, Epic, PPM Subledger, and Tableau for budgeting, forecasting, and financial reporting.
- Financial Regulations and Compliance: Understanding of federal, state, and institutional financial regulations, including compliance with UC, audit, and sponsor requirements.
- Budgeting and Forecasting: Knowledge of departmental budgeting, forecasting, and long-range financial planning methods, including the ability to interpret financial data and prepare projections.
- Cost Allocation and Fund Management: Understanding of cost allocation principles, fund accounting, and management of multiple funding sources (general funds, clinical revenue, contracts and grants, endowments, and self-supporting programs).
- Financial Reporting Tools: Proficiency with reporting and analytics platforms such as Tableau, Excel, and other UC Davis Health systems for data analysis and visualization.
- Billing and Reimbursement Practices: Familiarity with healthcare billing principles, payer policies, CPT codes, ASA unit billing, and funds flow models to support clinical revenue analysis and reconciliation.
- Analytical Thinking: Strong ability to collect, analyze, and synthesize large datasets to identify financial trends, variances, and operational opportunities.
- Problem-Solving: Demonstrated skill in evaluating complex financial data, identifying issues, and implementing data-driven solutions.
- Technical Proficiency: Advanced skill in Microsoft Excel (pivot tables, lookups, complex formulas) and working familiarity with Epic, Tableau, and related systems for data validation, modeling, and reporting.
- Communication: Excellent verbal and written communication skills to clearly convey complex financial concepts to diverse audiences, including faculty, clinicians, and administrators.
- Organization and Time Management: Ability to manage multiple priorities, meet deadlines, and maintain accuracy in a high-volume, detail-oriented work environment.
- Collaboration: Skill in working effectively and professionally with faculty, staff, and leadership at all organizational levels to achieve departmental objectives.

Preferred Qualifications
- MS/MA Degree in Business Administration, Accounting, or related field.
- A minimum of 5 years of experience in an academic medical center, hospital system, or related field.
- Knowledge of University financial and data systems, business practices, policies and procedures.
- Ability to learn Department and School of Medicine accounting software and other software for spreadsheets, word processing, Kuali, Decision Support, AggieEnterprise, Tableau Applications Microsoft Outlook and other Windows-based applications.
- Analytical skills to effectively comprehend large amounts of complex medical, administrative, and fiscal information; ability to absorb such information, make timely, thoughtful, and fiscally sound decisions, utilizing health care industry standards and UCDHS system standards.
- Extensive knowledge of UCDHS billing systems and accounting practices and procedures related to inpatient and outpatient billing.Extensive knowledge of capitated and managed care insurance.
- Experience with EPIC EMR.
- Institutional Financial Policies: Knowledge of UC Davis Health and UCOP financial policies and procedures to ensure compliance and promote consistency across departmental operations.
