The Role:

The Instrument and Controls Technician position installs, maintains, and repairs the measuring and control devices used in industrial, commercial processes and Water and Wastewater facilities.

Day to Day:

  • Inspects, tests, adjusts, and repairs electric, electronic, mechanical, and pneumatic instruments and systems used to indicate, record, and control generating operations in Water and Wastewater plants: Inspects meters, indicators, and gauges to detect abnormal fluctuations.
  • Tests accuracy of flowmeters, pressure gauges, temperature indicators, controllers, radiation counters or detectors, and other recording, indicating, or controlling instruments to locate defective components in the system, using test equipment, such as pressure gauges, potentiometers, pulse and signal generators, oscilloscopes, transistor curve tracers, and ammeters, voltmeters, and watt meters.
  • Defines specifications, obtains pricing for and assists in the procurement of new technology and replacement parts for equipment.
  • Designs and reviews final plans and specifications for Instrumentation infrastructure.
  • Works closely with vendors and contractors to ensure cable installations meet requirements, standards, and specifications.
  • Coordinates the scheduling of work to be performed with Water Resources Staff representative(s) and contractors to ensure that all work is completed in a timely manner.
  • Maintains knowledge base pertaining to maintenance schedules.
  • Develops repair procedures, service records, software installation, manuals, imaging, and schematics.
  • Operates pneumatic, electronic, and microcomputer devices used to measure and control pressure, flow, temperature, level, motion, force, and chemical composition.
  • Consults manufacturers' manuals to determine test and maintenance procedures.
  • Uses pneumatic, electrical, and electronic testing devices to inspect and test instrument and system operation, and diagnose faults.
  • Repairs, maintains, and calibrates level, pressure, and flow telemetry; installs, maintains, repairs, and calibrates all types of process instrumentation used for monitoring water/wastewater parameters such as level, pressure, flow, chemical concentrations, turbidity, and pH consult with and advises process operators.
  • Repairs, maintains, and adjusts system components or removes and replaces defective parts.
  • Prepares schematic drawings, sketches, and reports to reflect changes or alterations made in instruments, circuits, and systems.
  • Calibrates and maintains components and instruments according to manufacturers' specifications.
  • Maintains and develops the standard operating procedure for instrumentation.
  • Installs and maintains instruments on new or existing plant equipment and processes.
  • Records calibrations made, parts and components used, and inventory of parts on hand.
  • Updates the online work order inventory system.
  • Installs miscellaneous communications equipment as required.
  • Communicates orally and in writing with co-workers and supervisory personnel concerning routine and emergency system functions, maintenance, and installation.
  • Works closely with vendors and contractors to ensure cable installations meet requirements, standards, and specifications.
  • Works closely with all members of Water Resources Staff in all phases of staging and installation.
  • Updates on-line work order inventory systems and interprets customer's needs.
  • Performs mathematical computations and writes reports.
  • Operates a motor vehicle and travels to/from various locations to perform maintenance on the utilities, water and wastewater facilities.

Knowledge of:




  • Trace out and test electronic solid-state components to locate defective parts in analog and digital systems using test equipment, schematics, and maintenance manuals.
  • Research methods and techniques for solving complex repair problems.
  • Design specification development.
  • Lubricate instruments and replace defective wiring and tubing.
  • Calibrate readings on instruments according to standards and adjust phasing and align stages to ensure accuracy of recording and indicating function.
  • Record calibrations made, parts and components used, and inventory of parts on hand.
  • Prepare schematic drawings, sketches, and reports to reflect changes or alterations made in instruments, circuits, and systems.
  • Microsoft Office products, e-mail systems.
  • Document Management systems.


Ability to:




  • Analyze, interpret, and present research findings.
  • Conceive a variety of solutions to functional problems and reduce abstract ideas to easily understood procedures.
  • Remove defective instruments from the system, decontaminate, disassemble, and clean instruments, and replace defective parts, using hand tools.
  • Understand database organization, access, and retrieval technique.
  • Perceive and interpret customer needs and translate them into effective solutions and operational policy.
  • Perform basic mathematical calculations.
  • Listen and communicate effectively with a diverse group of people.
  • Prepare, write, and edit professional documents utilizing a computer. Attend and participate in various meetings as needed.
  • Establish and maintain effective working relationships with staff and the general public.
  • Complete required OSHA/safety training.
  • Perform other duties as assigned.



REQUIRED QUALIFICATIONS:


Education & Experience:




  • 3 years of experience performing installation, repair, and maintenance of complex electrical equipment, to include 2 years experience troubleshooting and staging of Instrumentation hardware, software, and related equipment, and two years of experience maintaining proper documentation (including permits, calibration records, procurement contracts, financial budgets, and reports) for regulatory requirements.
  • An equivalent combination of education and job-related experience may substitute for the educational requirements on a year-for-year basis.



Preferred:




  • Experience in a water/wastewater plant or facility,
  • Successful completion of a 3-year training at a journeymen level on industrial instrumentation equipment repair for medium and low voltage controls.



LICENSING, CERTIFICATIONS, AND OTHER REQUIREMENTS:


Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 36 months prior to the start date.

Base salary range: This position offers a starting hourly rate of $28.45/hour (annualized to $59,176), with the potential for higher compensation depending on qualifications.
