Responsibilities

Core Responsibilities
  • Lead projects of moderate complexity, identify business opportunities, and create project plans to meet strategic objectives and outcomes.
  • Prepare budgets and track costs.
  • Analyze 1 or more technology products, enterprise application subsystems, or medium sized department portfolios, and plan multi-year roadmaps for assigned portfolios.
  • Manage and prioritize customer requests, including demand management, and analyze business requirements to present solution options.
  • Provide technical expertise and deliver value beyond immediate initiative goals to support adoption and successful delivery.
  • Manage systems integrators, vendors, and contractors by assigning tasks, monitoring progress, and supporting training and development needs.
  • Identify and mitigate risks related to data security, data transfer, and service disruptions during application migration projects.
  • Develop applications, create design documents, deliver subsystems, and prepare project plans and business cases including value analysis.
  • Coach and influence business managers in technology decisions, engage partners to overcome blockers, and prepare regular status updates on moderate sized projects.
  • Work with Supply Chain to evaluate proposals, review technical requirements, and negotiate contracts.
  • Manage employees and contractors, provide development feedback, lead IT teams, and train new team members.
  • Manage incidents by triaging problems, remediating issues, conducting root cause analysis, and recommending systems or process improvements.

Qualifications

Required Education/Experience
  • Master's Degree Information Technology, Engineering, Math, Business and A minimum of (2) years relevant experience or
  • Bachelor's Degree Information Technology, Engineering, Math, Business and A minimum of (3) years relevant experience or
  • Associate's Degree Information Technology, Engineering, Math, Business and A minimum of (5) years relevant experience or
  • High School Diploma/GED and A minimum of (7) years relevant experience
Preferred Education/Experience
  • Master's Degree Master's degree in GIS, Computer Science, Engineering, or a related field
Relevant Work Experience
  • Develop web applications using HTML, JavaScript and ASP.NET/MVC, Oracle RDBMS development (supported versions) or SQL Server development (supported versions), Business Analysis, and/or Project Management, required.
  • Develop applications and/or databases, required.
  • Demonstrate understanding of migration strategies with consideration of value realization, scalability, and optimizing system performance, required.
  • Lead a team, mentored others, and guided team members for professional development and growth, required.
  • Learn new technology as required for the job using documentation and other available resources, required.
  • Demonstrate excellent work ethics and integrity, preferred.
  • Plan, organize and lead meetings. Must be able to translate functional to technical information. Must be able to develop documentation that will be consumed by users of diverse backgrounds and skills, preferred.
  • Participate as a dedicated member in medium to large scale systems development projects, preferred.
  • Have 3+ years of experience with at least 2 of the following technologies: Structured Query Language (SQL) such as Oracle PL/SQL or Microsoft T-SQL, object oriented programming such as Microsoft .NET (VB, C#) or Java, preferred.
  • Develop integration approaches to bridge front-end implementations with legacy systems, preferred.
  • Apply cybersecurity best practices, data protection, access controls, encryption, and compliance requirements, preferred.
  • Monitor and responded to technical or migration issues, provided application expertise for incident resolution, and conducted root cause analysis, preferred.
  • Demonstrate Project Management skills using various methodologies (Agile, Waterfall, etc.), preferred.
  • Demonstrate excellent attention to detail and deliver work on time and within budget, preferred.
  • Use Microsoft Excel, Visio, Project, and other Office tools at a moderate to advanced level, preferred.

Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
