Job Description
A current Real ID or valid U.S. Passport is required for this position to obtain the necessary security clearances at designated federal job sites. Shift Details Mon-Fri Standard Hours Pay Rate $55,000/yr POSITION SUMMARY: Develops periodic and daily master schedule of work to assure completion of tasks in accordance with customer requirements. Assigns workers to crews/teams, and tracks and utilizes direct labor hours to accomplish schedule within budget. Assures accomplishment of administrative tasks by executing or delegating. Is the point of contact for the customer and provides feedback to Elwyn on-site personnel. Evaluates performance of subordinates and takes action in accordance to policy. Supervises fewer than 20 full-time employees with a total contract budget that is below $1,500,000 dollars annually. DUTIES AND RESPONSIBILITIES:
- Know and apply the details of the work performance and quality requirements for daily and periodic cleaning as stated in the governing Statement of Work (SOW) to daily service provision at their assign contract site(s)
- Identify customer requirements that are outside the SOW(s) and report same to Director of Services
- Develop daily and periodic cleaning schedules to ensure timely completion and customer satisfaction within the established budget; make recommendations to Director of Services when additional resources are needed
- Assign work to individuals and crews modifying established daily schedules as needed based on staffing changes and customer requests; post daily task assignment on whiteboard in the office
- Organize work crews/teams to achieve the best performance of Elwyn personnel at the contract site
- Identify problems and/or potential problems; work effectively with Director of Services to develop solutions; implement solutions
- Work within the established ordering cycles to maintain proper inventory levels in the supply room based on usage and upcoming periodic service needs; process requests for supplies when needed outside of established ordering cycle
- Establish and implement procedures for on-site equipment control by checking each piece of mechanical equipment weekly for proper operation; notify the Director of Services via email if any equipment is not operating properly
- Record direct labor hours utilized on each item in the SOW by reporting the number of hours worked by each employee on a weekly basis and submit report to Director of Services by noon on Friday
- Establish performance evaluation criteria and use to review subordinates' performance against standards
- Develop and implement training program for new employees and current employees for implementation by the Custodial Supervisors and Work Group Leaders
- Assure performance evaluations for establishing commensurate wages are current and completed in accordance with Department of Labor (DOL) regulations by using methods including but not limited to time studies, productivity reports, Individual Eligibility Evaluations (IEE) for employees qualifying as disabled, and review of annual performance evaluations
- Maintain required reports and management data in organized fashion and in an accessible area to be readily available and easily retrieved by the Contract Manager and their supervisor
- Complete internal Elwyn Industries reports including but not limited to Contract Manager's Weekly Report which consists of direct labor hours utilized, quality inspections performed, current employee roster, and action items with status in a satisfactory and timely manner as directed by immediate supervisor
- Complete customer-required reports including but not limited to Government Services Administration (GSA) form 64 Periodic Cleaning Report and GSA form 139 Sign-in Sheets in a satisfactory and timely manner
- Ensure occupational safety requirements are met, including but not limited to maintaining the accuracy and completeness of the Safety Data Sheet Book and ensuring employee completion of on-line safety training as provided by the chemical supply vendor
- Work on ongoing projects as assigned and assist others as requested
- Address visitors and co-workers in a pleasant and respectful manner, displaying courtesy at all times.
- Provide supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination
- Assist with snow removal services per contract requirements
- Respond to emergency contract services requests for after hour(s) or weekend(s) calls to remedy or mitigate issues needing immediate attention such as floods
- Perform other duties as assigned
IMMEDIATE SUPERVISOR: Director of Services or Contract Manager II DIRECT REPORTS: Janitor, Working Group Leader, Recycling Specialist, Custodial Supervisor CONTACTS: Public, Government Customers, tenants, sub-contractors, Elwyn personnel EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:
- Five (5) years of management experience in janitorial/ environmental services at a commensurate level of responsibility. Industry certifications preferred.
- Non-profit human service experience or experience working with people with disabilities highly preferred
- Demonstrated ability to work effectively as part of a team
- Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
- Demonstrate the ability to adapt to changes in workload.
- Demonstrated ability to follow written and verbal instructions
- Demonstrated strong attention to detail
- Demonstrated strong time management and organizational skills
- Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
- Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
- Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
- Demonstrated ability to work effectively with a variety of staff members, regardless of varied ethnic, racial and sociological backgrounds.
- Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, and Outlook
- Obtain and maintain Homeland Security Presidential Directive (HSPD-12) clearance
